Project: starting realities Good SD cooperation between European Social Partners (ETUF-TCL, Euratex, Cotance). Increase sector visibility. Previous projects on ‘national observatories’ – but no interaction yet Labour market issues (aging workforce, lack of new skilled workers, skills mismatch, …) > pressure on companies and industry Public image of the sector (future of the sector in Europe, working conditions, …) ‘New skills for new jobs’ EU employment strategy
Expected results • Update of the analysis of the national observatories (what ?) on employment and training in the TCL sectors • Networking between observatories leading to a EU TCL Skills Council • Creation of platform of data, best practices, innovative tools. Definition of services to be provided by the network. Creating joint initiatives • Design and development of ICT infrastructure and tools, based on an open community portal. ICT includes job intervieuws, Wiki tool, … • Create more visibility for the topics (skills & competences) and the sectors

Activities 2011: establishment EU TCL Skills Council • Conference 06 December 2011: signing of the establishment between European Social Partners • 70 participants: national observatories, other sectors, European Commission, … • Evaluation: the issue of skills and competences is core-business for the sector. The European Commission Skills Council initiative helps sectors to deal with that. But it creates a lot of work and activities (? Are you as European Federation able to deliver that?). Importance of good external experts. • Alternative: integrate the issue of skills and competences into the normal work of the SSD.
Activities 2012: first year of the EU TCL Skills Council • Statutes between SP have been signed (March 2012): definition of Board members, EU TCL Skills Council members, Associate members • 4 reports requested by the European Commission (deliveries) • Three meetings EU TCL Skills Council (April – September – December) • Participants, Agenda driven by delivery of 4 reports, further development of ICT Tool • Final Conference: December 2012 (presentation reports, new video, …)
Activities 2012: first year of the EU TCL Skills Council • 4 Reports: • 1) the evolution of the supply, employment and skills needs including foresight and forecast analyses for the sector • 2) good practices bringing the worlds of education and work closer and reducing the persistent skills mismatch at sectoral level, as well as on the mechanisms existing at national or regional level between anticipation bodies and education and training providers • 3) innovative tools, national and/or regional strategies, local initiatives, methods put in place for peer learning purpose • 4) recommendations of the European sector council on the basis of discussions and information exchanged.
Activities 2013: planning second year of the EU TCL Skills Council • Visiting (by SP) of more national observatories: objective is to enlarge the EU TCL Skills Council membership • Providing budgets for bi/tri-lateral initiatives between national observatories • Having at least one general activity for the associate members and the EU TCL Skills Council • Further development of the ICT Tools • Update of the 4 reports (2012)
