Key elements of CAP • single farm payment for EU farmers, independent from production; limited coupled elements may be maintained to avoid abandonment of production, • payments will be linked to the respect of environmental, food safety, animal and plant health and animal welfare standards, as well as the requirement to keep all farmland in good agricultural and environmental condition ("cross-compliance"), • strengthened rural development policy with more EU money, new measures to promote the environment, quality and animal welfare and to help farmers to meet EU production standards, • a reduction in direct payments ("modulation") for bigger farms to finance the new rural development policy

Main features (1) • One national programme for the entire territory of the Netherlands. • EU-budget: € 486 million • Objective: to improve the competitive capacity of agriculture and the quality of rural areas.
Axis 1 Main targets • A strong and dynamic agrofood sector • Priority for increasing human and physical capital by knowledge transfer and innovation Target group: • Farmers
Axes 2 • Main targets • Halting the decline of biodiversity • Improvement of environmental and water conditions • Preservation and improvement of valuable man-made landscapes • Climate
Axis 2: target groups Target groups: • farmers • landscape organisations • private land managent parties • and in some cases also water boards
Axis 3 main targets • Diversification of the rural economy • Improving the quality of rural life • More job opportunities • Stimulating enterprise, cooperation and the formation of networks • Education, recruitement and dynamism of rural communities
Axis 3 target groups The measures under axis 3 are directed to a variety of groups. It may involve: • small businesses • members of agrarian families • public authorities • natural or legal persons • participants in an area group.
Axis 4 Main targets: • Mobilising endogenous development potential of rural areas • Bottom-up and innovative approach • Plans involving different sectors of the local economy Target group: • Leader groups.
