Aviano 2000 History 1995-1998 • Program size, coupled with Balkan air campaign, stretches base resources too thin • Standard planning and execution items falling through the cracks • By December 1998, need for a programmatic approach is clear 1999 • 16 AF/CC decides to sponsor the Aviano 2000 effort • Program Management Office (PMO) created 2005 • PMO moves from 16 AF to 31 FW
NATO Intent CP 3A0011 • NATO program scope is for bed-down of only two F-16 squadrons • No contingency ops • No other missions (603 ACS, 16 AF, Army, etc.) • “Minimum Military Requirement” • First time NATO funds Quality of Life Projects • Italy is Host Nation • Italian laws, standards, and regulations apply • Host nation-ship granted to US via MOU for 66 projects • NATO authorizes and funds project scope • Any additions to that scope must be USAF-funded (“US cost share”) • NATO projects have, on average, 14% US cost share • NATO “buys scope”—NATO will fund modifications as long as they are within scope of original project
