Shifts III • Need for support in e-government, e-commerce • ICTs in education, health • Emergence of new issues eg cyber – content- recognition, crime, bullying, SPAM, IP, TK, libel • Trade in services Uruguay, Doha, EPA, PICTA, PACER,- negotiations moving into top gear. • Need to address issues regionally • Regional mobile and satellite operators • Digital TV (and radio) • IPTV, cable TV
