Project Objective Enhance human health and environmental quality by reducing releases and exposure to unintentional POPs originating from unsustainable municipal and agricultural waste operations.
Minimising Open Burning in Municipal and Agricultural Waste (MAW)
Background • The Stockholm Convention on Persistent Organic Pollutants includes in its aims the minimisation of releases of UnintentionalPersistent Organic Pollutantants(UPOPs) such as polychlorinated dibenzo-dioxins and dibenzofurans (PCDD/PCDF) and PCB to the environment. • Preliminary inventory of UPOPs generation in Nigeria shows that high levels of UPOPs is generated by open burning of Municipal and AgriculturalWaste (MAW) . • If the open burning practice continues, the UPOPs generated will continue to affect the environment and people in Nigeria and worldwide . • Ending this unsustainable practice is the basis of this support of the UNDP/ GEF to the Federal Ministry of Environment on the Less burnt for a Clean Earth Project. • The project has three components and implementation commences on 27th April 2011 • Expected date of completion is 2015 • Beneficiaries are Kano and Anambra states
Component 1: Legislative strengthening and policy development. Outcome1: Stakeholders assess and quantify baseline data on current and projected releases of UPOPs from open burning of Municipal and Agricultural Waste (MAW). • Output 1:Inventory demonstration of UPOPs sources and releases from open burning of municipal waste in two pilot states. • Output 2:Monitoring and reporting mechanism in place and operational for UPOPs generated from the open burning of MAW
Component 1 Cont. Outcome 1.2 Federal waste management policy adopted and UPOPs Reduction Strategy Endorsed. • Output 1. National Municipal and Agricultural Waste (MAW) Management Policy developed. • Output 2. Federal UPOPs reduction implementation strategy. Outcome 1.3. Technical by-laws and guidanceadopted by pilot state EPA. • Output 1. Technical by-laws, state and municipal guidance covering UPOPs reducing in municipal waste management developed.
Component 1 Cont. Outcome 1.4. Federal and state municipal waste policy setting and enforcement capacity increased. • Output 1. Strengthened capacity in UPOPs minimizing MAW management practice
Component 2. Reduction of UPOPs emissions through introduction of new practices and approaches in municipal waste handling. Outcome 2.1. UPOPs emissions reduced Through Improved Sorting of Municipal Waste. • Output 1. Introduction of municipal waste separation at selected communities. Outcome 2.2.UPOPs emissions reduced by improved composting. • Output 1. Establishment of composting, collection of compostable municipal waste at communities in 2 pilot cities.
Component 2 Outcome 2.3. UPOPs emissions reduced through improved incremental management of dumpsites to suppress/prevent burning. Output 1. Model dumpsites managed incrementally to reduce burning. Outcome 2.4: Five States Participating in Federal-State-Private Sector IMSWMP replicate demonstrated best practices for UPOPs reductions.
Component 3. Reduction of UPOPs emissions from Burning of Farm Fields in Preparation for Planting. Outcome 3.1. Open burning of agricultural waste is reduced through changes in agricultural practices. • Output 1. Elaboration of UPOPs releases from the seasonal burning of farmlands in Kano State • Output 2. Increased level of awareness among farmers of the impact of burning on farm fields, both from an agronomic point of view (decreases soil water retention) and a UPOPs perspective. • Output 3. Alternative approaches to crop residue burning at pilot-sites in Kano state introduced. • Output 4. Replication of alternative, non-burning, farm field preparation methods throughout other LGA in Kano State and other States.
Highlight of 2011 Activities • Inauguration of the Project Steering Committee/Approval of 2011 work plan by PSC • Project Management Unit’s Office Set-Up • Organization of project inception workshop • Engaged National and International Consultants on: -UPOPs inventory/monitoring -Waste Sorting/material recovery -Estimating UPOPs releases from open burning of agricultural waste • Organised 2nd meeting of the PSC and approval of 2012 workplan by the PSC
Highlight of 2011 Activities Component1: Legislative strengthening and policy development Activities under Outcome 1.1,Output 2 • Trained 50 relevant stakeholders from Kano and Anambra states on the use of UNEP standardized toolkits for the identification and quantification of dioxin releases from open burning sources. • Constituted an expert working groups among the trained stakeholders to carry out inventory of sources and quantification of dioxin emissions from (i) open burning of municipal waste in Kano and Onitsha and (ii) agricultural wastes in Kano.
2012 Activities Component1: Legislative strengthening and policy development Activities under Outcome 1.1,Output1: • Inauguration of expert working groups on inventory of sources and quantification of dioxin emissions from (i) open burning of municipal waste in Kano (ii) open burning of agricultural residue in Kano and (iii) open burning of municipal waste in Onitsha; by Kano and Anambra states commissioner for environment respectively. • Carried out Inventory of Sources and Quantified baseline data on dioxin emission from open burning of municipal waste in Kano and Onitsha. This was done through the expert working group under the guidance of the national UPOPs inventory consultant. The final report was reviewed by the international UPOPs.

Activities under Outcome 1.2,Output 1 • Developed draftPolicy on National Municipal and AgriculturalWaste (MAW) management with specific UPOPs reduction Strategies through a working group of 3 experts. • Organised stakeholders workshop to review and adopt the draft policy. • Adoption of the Draft Policy on MAW Management by Stakeholders
2012 Activities Cont. Component 2: Reduction of UPOPs Emissions through Introduction of New Practices and Approaches in Municipal Waste Handling. Activities under Outcome2.1,Output 1 • Trained 60 key stakeholders from waste management organisations(public & Private),ministries of environment,scanvengers association and community leaders from the pilot states on municipal waste sorting,material recovery and composting process . • Carried out public awareness and sensitization campaign on community based waste sorting and composting , occupational health and safety issues of UPOPs in Kabuga-Jambolo community , Gwale LGA of Kano.

Activities under Outcome2.2 Output 1 • Secured two dedicated communities in the pilot states(Kabuga-Jambolo in Kano and Fegge in Onitsha) for the establishment of community based waste sorting and composting programme. • Carried out waste audit of compostable food in Kabuga-Jambolo,Kano • Commenced construction of community based waste compost plant with plastic crucher at Kabuga-Jambolo,Kano.The construction and installation of machinery was completed last month Sept 2012. • Branded waste sorting receptacles procured and distributed to 250 households in Kabuga-Jambolo,Kano for waste sorting . • The Anambra state government last month allocated land for the construction of compost plant at Fegge, Onitsha but we are yet to take physical possession of it.

Activities under outcome 3.1, output 1 • Carried out Inventory of Sources and Quantified baseline data on dioxin emission from open burning of agricultural waste in Kano . The final report is submitted to us byl UPOPs Consultant. Activities under outcome 3.1,output2: • Public/farmers sensitisation on the detrimental effect of open burning of agricultural waste and UPOPs emission and effect on human and animal health commenced through D/welle Germany Radio (Hausa section).A comprehensive awareness programme to be anchored by an NGO is planned for November 2012 Activities under outcome 3.1, output 3 • Secured 20 ha of farm land each at Shiburu village,Doguwa and Dambatta respectively for the pilot demonstration of alternative approaches to open burning of agricultural waste. • Ttraining modules on alternative approaches to open burning of agricultural waste was developed and implementation is in progress. • Crop shredders and other agriculrural equipment for pilot demonstration were procured.

Reduction of UPOPs Emissions from Open Burning of Farm Fields in Preparation for Planting. • Training on alternative approaches to open burning of agricultural waste was conducted 3 – 5 October 2012 • Public awareness/outreach campaigns on detrimental effects of open burning of agricultural residuei is expected to take place this coming November 2012 • Demonstration of alternatives to burning November 2012
Pending Activities for 2012 Cont. PMU Activities • Preparation of Draft 2013 workplan-October 2012 • 4th meeting of the PSC to consider and approve draft workplan for 2013
Constraints • Non allocation of land by Anambra State Government for construction and running ofmaterial recovery plantin Fegge,Onitsha. • The security challenges in the country limit the pace of project implementation.
