2- CONSERVATION AREA - CRITERIA • Criteria : • Conservation areas are designated according to specific criteria . They are a specific part in the city or the town or the village in which historic buildings , streets, street furniture and landscape all play a role in giving the area its historic character. • The whole area is treated according to special regulations . The role of Planning. • British Legislation: An area of special architectural or historic interest .
2- CONSERVATION AREA - CRITERIA • Recently, there is a new awareness of the unique qualities of the environment of historic towns and areas . This has resulted in designating “conservation areas” . • A special treatment of all aspects of planning , development, architecture and landscape. • Conservation areas might not contain any building of particular architectural merit or historical importance, but they are of overall special interest.
2- CONSERVATION AREA - CRITERIA • Aldo Rossi : The city is the repository of the collective memory of its people : “One can say that the city itself is of collective memory of its people, and like memory it is associated with objects and places. The city is the locus of the collective memory. The relationship between the locus and the citizenry then becomes the city’s predominant image.
3- CONSERVATION AREA – Planning Role • PLANNING Role : • Every Local Planning Authority shall from time to time determine which parts of their area are areas of special architectural or historic interest. the character or appearance of which is desirable to preserve or enhance, and shall designate such areas as conservation areas (TCPA, 1971 ) • قانون تنظيم المدن رقم 28/1936 : يقتضي أن يتناول مشروع التنظيم المعد جميع أو بعض الأمور التالية : • (ز) المحافظة على المواقع ذات الأهمية الأثرية أو الجميلة أو الأماكن المستعملة للعبادة أو المقابر أو الأماكن التي لها حرمة دينية
3- CONSERVATION AREA – Planning Role • PLANNING Role : • قانون التخطيط العمراني رقم 3/1982 – مصر : - ( المخطط العام ) : كما يحدد التخطيط مواقع الخدمات العامة وخاصة المطارات وخطوط السكك الحديد وشبكات الشوارع والمرافق العامة وكذا المناطق التاريخية والأثرية ان وجدت بهدف تأمينها والحفاظ عليها - ( المخطط التفصيلي ) : ويبين التخطيط التفصيلي واشتراطات المناطق ما يلي : 6- الاشتراطات الخاصة بالمناطق التاريخية والسياحية والأثرية بما يكفل الحفاظ عليها وفقاً للقوانين المنظمة لها .
3- CONSERVATION AREA – Planning Role • PLANNING Role : • 1- Designation الاعلان عن مناطق الحفاظ • ( تجميدها حتى يوضع لها مخطط تفصيلي ) • 2- According to legislation in Britain, authorities are under duty to formulate and publish from time to time proposals for the preservation and enhancement of any parts of their area which are designated as conservation areas .

4- CONSERVATION AREA STRATEGIES • A- ENHANCEMENT OF THE SPECIAL URBAN COMPOSITION AND CHARACTER OF THE CONSERVATION AREA • The accurate treatment of all the elements contributing to the individual and collective composition. • Urban Density • Traffic control • Pedistrialization • Parking

4- CONSERVATION AREA STRATEGIES • C- URBAN REHABILITATION : • Urban Renewal is a much younger practice in which urban area is renewed to create optimal living conditions according to contemporary standards in old towns. • It includes the renovation of buildings, the adaptation of new sewage, water, electricity, roads
4- CONSERVATION AREA STRATEGIES • D- THE REGENERATION OF HISTORIC URBAN AREAS ( Revitalization ): • Rehabilitation encompasses the possibility to introduce social facilities required for both local residents and tourists , revival of customs and handicrafts .
TRADITION DOES NOT MEAN PRESERVING ASHES , BUT KEEPING A FLAME A LIGHT
