  4. UPDATE ON FATA SANITATION STRATEGY/ PLANS Objectives and Strategies: Promote awareness –clean living condition, health and hygiene. Provide hygienic sanitation facilities in major population centers. Strengthen the capacity of W&S Deptt. Build the capacity of user group and beneficiaries, enable them to operate and maintain scheme. Priority interventions: Create public awareness at the house hold and community level Provide sanitation services in larger settlements & major population. Establish a data base of sector indicators, and set up a system of annual status reporting, allow effective monitoring. Build the capacity of users group and beneficiaries.

  10. INSTITUTIONAL ARRANGEMENT FOR SANITATION PROGRAMMES • Two department at FATA level looking after the sanitation program. • PHED – looking after large scale projects- Complex projects • Rural Development Small community based projects.

MONITORING AND COORDINATION MECHANISM WITH DIFFERENT STAKEHOLDERS INCLUDING NGOS • AD and PHED Engineers carry out regular monitoring of projects… submit reports on monthly and quarterly basis. • A special wing at FATA Sectt. is involved in regular monitoring, to ensure improvement in the service delivery system. • Tech staff at agency level maintains frequent interaction with local community (Maliks) for their feedback. • Creation of the post of Additional Political Agent for looking after developmental works.

MAJOR CHALLENGES • On going insurgency • Lack of capacity of PHED and LG&RD • Meager resources • Lack of adequate capacity to look after complex schemes. • Little know how about the importance of sanitation • Low literacy and high poverty ratios. • Introduction of tax culture and user charges for sustainable O&M of the project. • Enabling environment for LG System • Cultural Taboos • Donor coordination - to avoid overlaps and duplication of activities.
