South Eastern Baltic Sea Area (SEBA) • Medium term-oriented programme of work as it will encompass both German and Russian CBSS Presidencies • Modernization of the south-eastern Baltic Sea Region • Particular focus on the development of Kaliningrad oblast and surrounding area • Close cooperation especially with Poland and the Baltic states

  2. Regional Identity • Strengthening the Baltic Sea Region‘s shared identity • Increasing identification with the region, its history and its culture • Supporting the Baltic Sea History Project (Academia Baltica): production of a virtual history book for the Baltic Sea Region

  3. Public-Private Partnerships • Joint initiative: provision of incentives for the development of the Baltic Sea Region and for private investment • A two-year network project on regional cooperation in the field of PPP • To fully exploit its potential: exchange of experience, spreading knowledge

  4. Coherence • Integrating the CBSS into the new structures of cooperation in the BSR • Linking the various fora for cooperation (e.g. CBSS, EU-Strategy on the Baltic Sea Region and Northern Dimension) • Promoting the emerging division of labour among the major actors • “A coherent framework for cooperation” in the Baltic Sea Region • Close cooperation with the EU Presidencies of Poland and Denmark • The German Presidency is further determined to make progress on the five long-term priorities
