What’s a Unified Development Ordinance UDO? A UDO: • Is a central document where all regulations governing the development and use of property are located • This would include: zoning, subdivision, erosion control, watershed management, and other similar regulations currently enforced by the County (A synopsis of this information is available for your use)
UDO Purpose, Scope and ProcessMichael Harvey, Zoning Administrator/Enforcement Officer Purpose of UDO Project: • Place all development regulations into one (1) central document • Make existing land use regulations more customer-friendly • Eliminate existing contradictions and inconsistencies • The 2030 Comprehensive Plan supports the development of a UDO
Purpose and Scope (Cont.) Scope: On August 24, 2009 the Board of County Commissioners authorized staff to: • Incorporate land use development regulations into a central document • Correct identified inconsistencies • Begin modification/updating of existing development standards (i.e. signage, parking, landscaping, lighting, stream buffers, etc) • Update graphics/tables • Develop a Conditional Use/Rezoning process
Update Process and Timetable Task I (Oct. ’09 – Dec. ‘09): • Conduct outreach meetings • Conduct joint County advisory board meeting • Advertise and select consultant to assist with project • Begin development of draft UDO Task II (Dec. ’09 – March ‘10): • Develop new graphics (with consultant) • Continue to work on draft UDO • Conduct outreach meetings (2) • Advisory Board review
Update Process and Timetable (cont) Task III (March ’10 – Aug. ‘10): • Complete first draft UDO • Conduct community outreach meetings (2) • Advisory Board review • Present draft UDO to Planning Board • Complete second draft of UDO (public hearing) • Complete report documenting public comments and providing a synopsis of possible future UDO amendments (with consultant) • Schedule and hold public hearing – August 2010
Opportunities for Citizen Knowledge, Access and Input Meetings: • There will be a total of six (6) community outreach meetings throughout the process (two in each task) soliciting public input/comments • Public Hearing on the draft UDO is scheduled for August 2010 Accessing Information: • Meetings, staff, Internet, and mailing lists.
Roles in General • BOCC – Set stage; provide direction; hear and consider public comments; adopt ordinance • Advisory Boards –Provide review and feedback on selected modifications • Consultant – Provide review, input, and feedback on graphics/tables as well as developing strategies for future amendments • County Staff – Develop work product, conduct outreach, and coordinate outreach with consultant • Public – Attend meetings and hearings; Provide input and feedback
ADVISORY BOARD ROLE: • Opportunity for review and input • Planning staff to offer guidance/suggestions to help advisory boards focus their review (i.e. Commission for the Environment commenting on landscaping modifications, etc). • Suggest focus on areas of expertise, but all comments are welcome • Advisory board review to occur independently, but within adopted time frame.
ADVISORY BOARD ROLE – Continued: • Level of participation is discretionary, except for Planning Board which will develop a formal recommendation. • Project scope is established. Comments/suggestions beyond scope will be catalogued for future consideration. • Planning staff will coordinate review with Advisory Board support staff including deadlines for submittal of comments.
ADVISORY BOARD ROLE – Continued: • All comments and suggestions will become part of a report for presentation to the BOCC at the August 2010 Quarterly Public Hearing.

Next Steps December 7th: By Dec. 7th the following tasks should be completed • Hold outreach meetings (Done) • Hold joint advisory board meeting (Tonight) • Advertise and select consultant (RFP distributed) • Begin work on draft UDO (Work has begun) • Finalize table of contents for UDO • Report progress to the BOCC at its Dec. 7th 2009 regular meeting August 2010: Public Hearing
