ALL SCHOOL LEVELS Performance Learning Gains Low 25% Gains
1 – New Achievement Scale and Levels 1: FCAT 2.0 Reading (All) FCAT 2.0 Math (ES, MS) Algebra 1 EOC (MS, HS) • *FY11 scores placed on new achievement scale & levels
2 & 3 – ELL and SWD Students 2 & 3: ELL who are enrolled in a U.S. school 1 year or more All SWD
4 – New SWD FAA Learning Gains Model 4: SWD students in Level 1, 2 or 3 who score at the same FAA level in prior and current year, and • increase relative to their prior-year score by more than the statewide standard error
5 - Replace DSS Learning Gains Model 5: Students in Level 1 or 2 who score at the same level in prior and current year Level 1 = +2 DSS points Level 2 = +1 DSS point beyond average grade to grade growth of the state
6 & 7 – Weighted Learning Gains for Level 4 and 5 Students 6 & 7: Students who move 1 or more levels to Level 4 = 1.1 weight Level 5 = 1.2 weight
Postpones to FY2013 a: Less than 25% at Level 3+ reading - reduce 1 school letter grade b: Low 25% Adequate Progress penalty

High School 10 – Changes to Grad Rate & At-Risk Grad Rate • 50/50 • 10a: Federal Uniform Rate (4 year adjusted cohort) • 10b: Modified Federal Uniform Rate (5 year adjusted cohort) – includes SWD who earn special diplomas
High School 11 – Changes At-Risk Graduation Rate Threshold • 11: Changes threshold from 75% to 65% to earn “A”, or: • - If current year rate is at least 55%, improve by at least 1% point over the prior year’s rate • - If current year rate is below 55%, improve by at least five 5% points over the prior year’s rate
High School 12 – Accelerated Coursework Participation • 12: Includes grade 9 & 10 students who take an accelerated exam and/or dual enrollment course (FAA students not included)
High School 13 – Growth/Decline Points 13: Limits maximum in each component to 10 points, limits minimum to 5 points Growth 0 to 4% points = 0 points 5 to 9% points = 5 points 10% + points = 10 points Decline 10% or greater points = 5 point reduction

Proposed CS/SB 1522 Overview of Changes
Proposed CS/SB 1522 • Eliminates differentiated accountability categories • FDOE identifies public schools for interventions based upon a school earning a grade of “D” or “F” • Convert the school to a district-managed turnaround school • Reassign students to another school and monitor the progress of each reassigned student • Close the school and reopen it as one or more charter schools, each with a governing board with a demonstrated record of effectiveness • Contract with an outside entity that has a demonstrated record of effectiveness to operate the school • Districts to develop a hybrid version of the four existing options or use another school turnaround model demonstrated to be effective in improving school performance

ESEA Waiver • Includes ELL students who have been in the country more than one year in all components of the school grading system • Includes all SWD students in all components of the school grading system
