Why Regulate? • On stand evacuations are not rare • At least as frequent as ‘in motion’ (CAA UK data) • Causes are many • Refuelling fire • APU fire or smoke • Galley fire • Ground equipment fire • Centre tank fire • ….And don’t assume they are always benign….

Proposal • OST 04-3 accepted principle, but wanted rule to use risk management principles • Relate reduced numbers of cabin crew to: • Number of floor level exits • OPSG suggestion: One per pair • Number of occupied decks • On each occupied deck • Number of passengers boarded • OPSG suggestion: one per 50 boarded
Mitigation measures • NO refuelling while reduced cabin crew on board • Removes principle cause of serious incidents • Senior cabin crew member to be on board • Clear line of responsibility • Approved procedures for on-stand evacuation • Suggested contents in appendix to the rule
