Presentation Aims • Explain the Children and Young People's Partnership (C&YPP) • Explain what the Cymorth Research Grants are trying to achieve and with what success • Explore the major challenges which the grants raise and what lessons have been learnt
Children & Young People’s Partnership FRAMEWORK BOARD YOUNG PEOPLE’S PARTNERSHIP CHILDREN’S PARTNERSHIP ASSOCIATED SUB AND TASK GROUPS
WHAT IS THE C&YPP? • Local strategic partnership responsible for local planning & strategy for children and young people • Statutory under Children’s Act 2004 • Does not replace existing statutory functions but does impose a duty to co-operate • Responsible for Cardiff’s £6.5M Cymorth Fund
Evidence Based Practice • Key element of WAG’s C&YPP agenda • Cymorth includes ring-fenced evaluation budget • Predominantly used for monitoring & evaluation of Cymorth • Potentially very important role informing wider evidence base and work of C&YPP
Cymorth Research Grants • Funded from Cardiff’s Cymorth Fund • Purpose is to expand evidence base for children & young people, inform policy & practice, and to forge partnerships • 11 projects funded up to £5000 in 2005-6 & 9 up to £15000 in 2006-7 • Research to date has included a wide range of health and social well-being issues
Examples of Research Grants • Children & Young People’s use of IT to access sexual health information • Communication of emotional health and well-being by Children and Young People • Assessing opportunities and barriers to oral health promotion in schools • Assessment of the needs of LGBT young people in Cardiff • Barriers to use of leisure facilities experienced by BME Children in Cardiff
How Successful are the Grants? • Widening the evidence base: Grants have produced work of local and wider significance • Helping to forge partnerships: Notable success drawing in wide range of stakeholders leading to further work • Informing policy & practice: Hard to assess but some evidence of success
Challenges & Learning • Gaining significant benefits from small amounts of money: Partnership working has been effective way of achieving this • Ensuring quality: Works best with sharp focus, clear applicability and specialist input • Balancing / Widening the agenda: Always an issue for partnerships. Helped by clear process • External processes: Seems to be particularly an issue for Health partners. Need to engage with partners to find consistency
Conclusion • Cymorth Research Grants appear to be an effective means of expanding the evidence base on children & young people across the wide range of C&YPP agenda • Can only be one means of achieving this • Grants raise a number of challenges learning from which is being used to inform future grants programmes
