FLPP Service Description: • This service shall be a credit type of service which shall allow the FLPP user, which is CLI based, to make calls from any telephone to any destination number and the charges for the calls debited to the account specified by the FLPP number, and no charge to the calling line.
Accounts and Vouchers: This service relies on two main profile based concepts 1) The Account 2) The Voucher.
1) Fixed line prepaid service account: Prepaid Account shall be associated to one user line (or several but using same identifier). The account shall have 6 states: a) Valid in which the Account shall be ready for activation. The expiry date has been initialized. While the expiry date is not reached, the account shall be activated. b) Active in which the user shall make outgoing calls until the end of activity period. c) Inactive in which shall start with the end of activity & will end with the refilling.
d) Recharge suspend when the user has made maximum number of bad recharge attempts. But the user shall be able to call during this period. e) Blocked in which the user shall be barred from making any calls. f) Exhausted which shall be set as soon as the account balance shall be less than the threshold defined in Account Profile.
2) Fixed line prepaid service Voucher: The Voucher which will be made available in fixed denomination of amount and will be used to recharge the FLPP account. The account shall have 4 states: a) Valid in which the Voucher/Refill card shall be ready to use by any service user. b) Used in which the Voucher/Refill card has been used by a user to refill his account. c) Blocked in which the Voucher/Refill card can not be used. d) Expired in which expiry date has passed, Voucher/Refill card can not be used any more
1606 345 Exchange System Metering will be there against the FLPP Service account. No metering will be there on the Calling Telephone Number
FLPP Service Accessing Direct Access (Implicit authentication): The service user directly dials the called party number from his terminal line. Remote Access (Explicit authentication): The FLPP service user can make calls from other telephone using same FLPP account and PIN. It requires separate access code i.e.1606 345.
1) Activation of Account: Account shall be activated at the first call. 2) Recharge Option: The service user shall be able to refill the Account by using recharge voucher /Refill card or by contacting BSNL 3) Multiple FLPP Service Accounts: More than one account shall be used via one single line.
4)Multiple Simultaneous Calls:The service shall allow multiple simultaneous calls with same account. • 5)Predefined Language Selection: The service user shall receive announcements in the Language he has chosen. The language shall be selected at the time of first call or a default Language shall be attached to the account profile. 6) User's Management menu:User's Management menu for account recharge, change PIN, account Interrogation, enable/ disable PIN, language selection, calling line attachment / detachment, Abbreviated dialing list
7)Management of Password (PIN): PIN, which is for the security of the account shall be selected at the time of Subscription or at the time of first call & PIN shall be Enabled /disabled by the user itself using user's management menu. • The FLPP user shall be able to change the PIN of account without any intervention of network operator / service provider. PIN will be of minimum 4 digits and maximum 6 digits. 8) Abbreviated dialing:Abbreviated dialing shall be there. 9) Redialing facility: Redialing feature shall be there.
10) Follow on feature : a) This feature enables the FLPP user to initiate additional calls (fallow-on-calls) without re-entering his authentication information. To utilize this feature, the user stays off-hook and the called party hangs up releasing the current connection when an outgoing call is finished. b) Then the system prompts the user to input another destination number in order to make a call to another destination. The new call is established and charged to the debit of the FLPP service user.
c) If a service subscriber has subscribed this feature the system automatically shall prompt the service user to originate a new call. d) Prompting the service user shall be initiated by the following events: • Called party releases call, • Called party does not answer, • Called party in busy, • Incase of not enough credit to make the call, • Route select failure.
13) Multiple Simultaneous Calls: The service shall allow multiple simultaneous, maximum 8, calls using the same account. 14) Call Barring Facility: Provision for barring some calling party nos. from accessing FLPP Accounts via remote access 15) Warning tones : Warning tone shall be provided when the credit goes to credit limit. 16) Fraud protection: Fraud protection features for protection from PIN fraud, Voucher-fraud & Voucher's security.
