ABSTARACT • After independence, we could not achieve the aim of 100% child education. • Our planners chalked out adult education program, national literacy mission etc to harness the benefits of education in the society. • Capital generation and fast industrialization depends largely on technical education. • National knowledge commission realized that our country is having large potential - technical brain, chalked out a ROAD MAP to make INDIA a KNOWLEDGE SUPER POWER by 2020.
National knowledge commission acted upon the knowledge paradigm devised ways and means for so doing. • Concept of e- Government and e- Governance came into being . • Model of e- Governance which can be applied in the department of technical education of Uttar Pradesh government. • The application of this model in diploma section of technical education, it can be extended to cover technical education as whole or may be extended even further

The NME through ICT envisaged to provide: • High quality personalized and interactive knowledge modules over the internet / intranet for all learners in Higher Education Institutions in any time any where mode. • Enhancing GER in Higher Education by 5 percentage points during the XI Five year Plan period. • Ensuring access and equity in Higher Education
NME has two major components: • Content generation • Connectivity along with provision for access devices for institutions and learners. • Plans to focus on appropriate pedagogy for e-learning, • Providing facility of performing experiments through virtual laboratories,
Contd… • On-line testing and certification, • On-line availability of teachers through EduSAT • Direct to Home (DTH) platform, • Training and empowerment of teachers to effectively use the new method of teaching learning etc.
The Mission is working in close cooperation and collaboration with other Missions/Schemes such as • the National Translation Mission, • Vocational Education Mission, • National Knowledge Network, • Scheme of ICT @ Schools etc.
Projected Benefits / Results • Enhancement of access to quality education • Making available knowledge modules in cyber space • Optimal utilization of available resources by using ICT
Proposed Model of e- Governance in Department of U. P. Technical Education • The use of ICTs and particularly the Internet, as a tool to achieve better government[3]. • The use of information and communication technologies in all facets of the operations of a government organization[4]. • The continuous optimization of service delivery,constituency participation and governance by transforming internal and external relationships through technology, the Internet and new media.[5]
Delivery Models and Activities of e-Governance e-Governance can be divided into: • Government-to-Consumer* (G2C), • Government-to-administration (G2A), • Government-to-departments (G2D), • Government-to-staff (G2S), *Consumers are stake holders in the system such as students , guardians and other information seekers.
Activities in interaction domain 1 Pushing information over the Internet: • administrative orders, • general circulars, • academic calendar, • notification for admission etc. • Two-way communications between : • The agency (govt) and the administration, • An instruction delivery system • Another government agency/department • Other stake holders.
Conducting transactions: • On line filling of forms, • Applying for services • Financial grants. • Collection of revenue out of fees etc. • Governance: • Online feed back system- • Centralized system of checking and Monitoring • staff attendance, • Fund utilization , • Pay bills, • Projects (civil construction and academic ) • Utilization of budget.
Tools required in e- Governance 1 Computer based tools 2 Mobile based tools 3 Biometric scanners 4 Multimedia • Camcorder, vision mixers and projectors are useful in recording learning material developing teaching tools and materials latter on which can be used on sharing live as well as recorded on cd / uploaded on net . • This facility can also be used for QIP purpose.
Required Infrastructure for Strategic Implementation of this Model A state wide area network(SWAN) is required to be deployed would have two components viz. Horizontal Component Vertical Component Horizontal Component • The government polytechnic in each tier are connected to respective PoPs.
The Vertical Component of SWAN Architecture • State Headquarter (SHQ ) connected to the each Zonal Head Quarter (ZHQ) which in turn gets connected to the each Polytechnic Head Quarter (PHQ). • Each SHQ, ZHQ and PHQ point of connection is called a Point of Presence (PoP), which is a point of bandwidth aggregation for several network links getting connected at this point.
Band width Provisions At POP: - Min 2 mbps Between SHQ and ZHQ:- Min 2 mbps Between ZHQ and PHQ:- Min 0.512 mbps
SWAN The SWAN aims to create : • To Create CUG includes network of minimum speed of 2 Mbps by connecting : Directorate 4 ZONAL offices BTE JEEC IRDT • Providing Data, Voice & Video connectivity to more than 175 govt. polytechnics.
-contd.. • Efficient Information Delivery Mechanism • Optimized performance. • reliable, vertical and horizontal connectivity within the administration • facilitate electronic transactions between all the polytechnics and allied offices / departments.
Third Party Audit • Desired Quality of Service (QoS) by the Network Operator and the Bandwidth Service Provider, Service Level Agreement (SLA) • The State would enter with the Network Operator and also with the Bandwidth Service Provider within stipulated time periods.
SWAN Implementation Model • PPP Model • NIC Model. • PPP Model • Appropriate Network Operator agency through a suitable competitive bid process for outsourcing establishment, operation and maintenance of the Network. • NIC Model • NIC for SWAN establishment, operation and maintenance of the Network. • identify a Facility Management Service (FMS) agency for day-to-day management and operation of the network.
Conclusion Implementation of this model will be resulting in: • Enhanced Quality of diploma engineers compared to other states of India. • Efficient administration, cost reduction and time saving. • Consumer empowerment, • Transparency in functioning • achieving the goals of NME, • Marching at a faster pace on road map of India making it a KNOWLEDE SUPER POWER by 2020.
