PCTIA – WHO WE ARE • Crown Corporation established under the PCTI Act and reports to the Ministry of Advanced Education • Governed by a board of 7 elected career training institution representatives and 3 Ministry-appointed members. See Part III of the PCTIA Bylaws for more information on the Board.
PCTIA - MANDATE • Student protection • Regulatory body for private career training institutions • Establishes, enforces Basic Education Standards for registered schools and Quality Standards for accredited schools • Manages Student Training Completion Fund (STCF) which provides tuition refunds to students in the event of a school closure
REQUIRED TO BE REGISTERED? Schools providing training: • Over 40 hours in duration and • Over $1,000 in tuition and • Leads to a career A school must register with PCTIA before providing or offering to provide (advertise) training in British Columbia.
SEVEN STEPS TO PCTIA REGISTRATION • Read through the materials in this presentation. • Download and complete the Registration Application Packageand Pro-Forma Budget Package. • Sign up for the in-person New PCTIA Institution Registration Workshop and pay the fee. • Complete draft Registration Application and attend New Institution Registration Workshop.
SEVEN STEPS TO PCTIA REGISTRATION • After completion of the workshop, submit completed Registration Application Package and Pro-forma budget and feeswithin 6 months. • Host a site visit by a PCTIA staff member. • Once all requirements met, submit all remaining fees as listed in the registration letter.

October 2012 Bylaw Changes • Electronic student records permitted • Satellite locations – after continuous 24 months must be registered as a branch • Instructor Diploma RequirementS • Must be held by the Senior Educational Administrator • Transition deadline - October 1, 2013
October 2012 Bylaw Changes • Archiving Student Files • Archiving deadline with an approved third party vendor is extended from 30 days to 60 days • Feedback on Student Progress • Meaningful, written feedback prior to completion of 30% of the program • Credential • Must provide transcript and credential (Diploma or Certificate) for career training programs
October 2012 Bylaw Changes • Instructor Qualifications • Clarified: • Degree, Diploma or Certificate in the field of study and • 24 months full timeexperience in the field or • 10 years of full time experience in lieu of a formal credential in the field of study

BASIC EDUCATION STANDARDS FOR A REGISTERED SCHOOL To be registered in BC, a school must be able to demonstrate it has: • AMission Statement and educational goals • Adequatefinancial capacity to meet obligations • A qualified on-site Administrator and a Senior Educational Administrator
BASIC EDUCATION STANDARDS FOR A REGISTERED SCHOOL • Minimum one person with an Instructor Diploma or equivalent • Complete student records and instructor filesmaintained • Policiesas listed in PCTIA Bylaws and provided to students prior to signing a student contract. Samplesare available on the PCTIA website.
BASIC EDUCATION STANDARDS FOR A REGISTERED SCHOOL • Faculty with a degree, diploma or certificate related to the career field in which they teach in and a minimum of 24 months of experience in their career field • Facilities, equipment and resources appropriate to the type of training being offered.

ONGOING REQUIREMENTS Once registered, an institution must continue to meet the Basic Education Standards and ensure: • Advertisingis accurate and factual and copies are retained • Allchangesreported to PCTIA • Allongoing reporting requirements are met • Financial reporting meets PCTIA requirements
