LNP – Local Number Portability The ability of users of telecommunications services to retain, at the same location, existing telecommunications numbers, without impairment of quality, reliability, or convenience when switching from one telecommunications carrier to another. Port Out Service Improvement • SUPP activity • Send a SUPP LSR via IMA/EDI for due date change or cancel up to 8pm on the LSR due date • For Late notification send the SUPP LSR if prior to noon the day following the due date • For Late notification send the SUPP LSR and make a phone call if beyond noon the day following the due date Q w e s t W h o l e s a l e M a r k e t s

Port Without LSR Notification • Issue: • Repair call from the CLEC or End-User is received, port not working correctly, no LSR found • Impact: • Additional work for both Qwest and CLEC to resolve issue • Trigger not set • Telephone Number reassignment may occur • End-User is billed by both providers Q w e s t W h o l e s a l e M a r k e t s

No Response to LSR Jeopardy and/or Reject • End User impact if issue not resolved • Service effecting generates Repair call • Additional work for both Qwest and CLEC to resolve • Trigger not set • Telephone Number reassignment may occur • End-User is billed by both providers Q w e s t W h o l e s a l e M a r k e t s

Port of Incorrect Number • Issue: • Valid LSR received with correct telephone number, but transposed or additional numbers are ported that do not appear on the LSR. • Impact: • Qwest has disconnected a different number than the CLEC. • Qwest has not set triggers for the additional numbers ported, end user service is effected. • Qwest continues to bill the additional numbers until notified of duplicate billing.   15. Port Confusion by End-User • Clear direction is required for the end-user. • If the end-user is disconnected prior to the port request, they are not port eligible. • If Retail processes disconnect, then port activity is undisclosed. Q w e s t W h o l e s a l e M a r k e t s

Wireless Port Update • Wireless Porting – delayed for 1 year • 11-24-2003 – new deployment date • Impact to the current environment • OBF LSR field “NPDI” will become active to distinguish port activity for Wireless • Wireless to Wireline • Wireline to Wireless Q w e s t W h o l e s a l e M a r k e t s
