Opposition from the Right • Too much regulation of businesses • Disliked deficit spending • Business leaders alarmed by growing deficit • American Liberty League • Organize opposition • “Teach the necessity of respect for the rights of person and property.”
Left Wing Opposition Huey Long • Governor of Louisiana • Spoke out for poor and downtrodden • Popular; powerful political machine • Verbal attacks on the rich increase popularity • Share Our Wealth Society
Left Wing Opposition Father Coughlin • Catholic priest in Detroit • Impatient w/ moderate ND reforms • Inflate currency, nationalize banking system • National Union for Social Justice
Left Wing Opposition Francis Townsend • California physician • Citizens age 60+ get $200/month pension • Have to retire; have to spend all $200 • Increase spending; remove people from workforce
The Works Progress Administration • FDR disturbed • New Deal failed @ rapid recovery • 1935 – new series of programs • Second New Deal • Created WPA, headed by Harry Hopkins • Largest public works program • Built roads, public buildings, parks, bridges, and airports • Federal Number One • Program for artists, musicians, theater people, and writers • Funded art projects, theater programs, and writers
Wagner Act (NLRB) • NRA struck down • Invalidated section giving workers right to organize • July 1935: Congress passes the National Labor Relations Act • Guaranteed workers right to form unions • NLRA National Labor Relations Board • Organized factory elections • Secret ballot • Determined if workers wanted a union • Binding Arbitration • Dissatisfied union members take complaints to neutral party • Neutral party listens to both sides and decides
Committee for Industrial Organization • Organize unions to include all workers in an industry • First focus: car and steel industries • Utilized new tactics Sit-down strike • First used in rubber industry • United Auto Workers used this against GM • Later became Congress of Industrial Organizations • Federation of industrial unions
Social Security • Major goal: provide security for older Americans and unemployed workers • Core = monthly retirement benefit • Objections to money coming from payroll taxes • No politician can ever scrap this program • Useful, but didn’t help out those w/ the most need • Farmers and domestic workers
