I. The Second Hundred Days • A. The Second New Deal • 1. The President called for Congress to provide more relief for farmers and workers. • 2. The Second New Deal was spurred on by FDR’s wife Eleanor. • 3. She traveled the country constantly reminding FDR about the suffering of the people.
II. Helping Farmers • A. Focusing on Farms • 1. The Soil Conservation and Domestic Allotment Act paid farmers to cut production of soil depleted crops and rewarded farmers fo good soil conservation methods.
2. The Resettlement Administration also known as the Farm Security Administration (FSA) was created to provide monetary loans to small farmers to buy land.
3. Dorothea Lange, a photographer was hired by the FSA to create a pictorial record of the difficult situation in rural America.
III. Roosevelt Extends Relief • 1. The Works Progress Administration (WPA) spent 11 billion to give jobs to 8 million workers, most of them unskilled. Although criticized as a make-work project the WPA gave workers a paycheck and dignity.
2. The National Youth Administration (NYA) was created specifically to provide education, jobs, counseling, and recreation for young people. The NYA provided student aid and help students get part time jobs.
III. Improving Labor and Other Reforms • A. Wagner Act • 1. Established the provision of collective bargaining and protected the rights of workers to join unions. • 2. Prohibited unfair labor practices such as threatening workers, firing union members, and interfering with union organizing.
B. Social Security Act • 1. Gave old-age insurance for retirees 65 and older and their spouses. • 2. Gave unemployment compensation of up to $15-$18 per week. • 3. Gave aid to families with dependent or disabled children.
