Labour Demand Summary • Peak labour requirement of approximately 6,000. • Direct labour – does not include other labour provided by Canadian businesses to support the project (engineering, support services, materials, etc.). • Project phases include preconstruction (2 years) and pipeline and station construction (2 years). • Preconstruction precedes construction activity in each location by one year. • Pipeline and compressor construction schedule is based on working winter and summer seasons.

Operations Phase Employment and Training • The pipeline owner/operator will directly recruit, select and train pipeline operating personnel under its employ. • Typically a substantial proportion of operating personnel are recruited locally in advance of the operations phase and provided with specific on-the-job training for placement in operating facilities once the pipeline is operational.
Local Contracting Opportunities Pre-construction and Construction Phases : • Surveying; • Clearing and grubbing of the pipeline ROW; • Clearing and grubbing of access roads, compressor station sites and stockpile sites; • Construction of temporary and permanent access roads; • Supply of granular material; • Supply of sandbags; • Supply of skids, timbers and dimensional lumber; • Camp catering services; • Expedited delivery services; and, • Security services.
Local Contracting Opportunities Local service and Supply Opportunities Post Construction: • Reclamation of the ROW after clean-up is completed by the prime contractor (i.e. re-vegetation, shrub planting). • Brush clearing of ROW during Operations Phase. • Clearing of snow and road maintenance on non-public facility access roads.
