SUPPORTING PROVISIONALLY REGISTERED TEACHERS FULL REGISTRATION REQUIREMENTS • PROVISIONAL REGISTRATION • All new entrants to the profession are granted provisional • registration, initially for 12 months • Can extend for up to a further 12 months • Can re-apply for provisional Registration after two years (Form A no attachments) • FULL REGISTRATION • Requires Standards of Professional Practice to be demonstrated • A structured evidenced-based process consistent across all schools, • sectors and systems. • Provides an assurance that all fully registered teachers have met the • same standards through the same process.

APPLYING FOR FULL REGISTRATION EVIDENCE OF PROFESSIONAL PRACTICE • Collaborative Classroom Activities • 3 Records: • 2 from the provisionally registered teacher’s classroom • 1 from another teacher’s classroom • An Analysis of Teaching and Learning • Description of a sequence of learning or unit of work undertaken with a class. • A focus on the teaching and learning activities and assessment for learning. • A reflection on the learning of the class with a particular focus on 2 students. • A List of Professional Activities • A list of professional activities undertaken. • A commentary on the value of 3 of those activities in terms of its contribution to professional knowledge and practice.
APPLYING FOR FULL REGISTRATION PRESENTING THE EVIDENCE OF PROFESSIONAL PRACTICE • RECOMMENDATION PROCESS • Evidence of Professional Practice presented to a school based • panel of members of the profession • The panel provides a detailed recommendation report (electronically • or on paper-based form) • Full Registration or an Extension of Provisional Registration recommended • APPLICATION PROCESS • The Provisionally Registered Teacher applies formally • Submits application form (Form C) with completed recommendation • report. • The Victorian Institute of Teaching grants full registration where there • is evidence that the standards have been met. Provisionally Registered teachers and their schools are advised to keep copies of all documents submitted to the Institute.
APPLYING FOR FULL REGISTRATION THE RECOMMENDATION REPORT Evidence of Professional Practice usually completed during Term 3 or 4 The provisionally registered teacher presents their Evidence to a panel comprising: • the Principal • a teacher nominated by the provisionally registered teacher • a mentor trained in the process but usually not the applicant’s mentor The Recommendation Report is completed by the panel on basis of Evidence of Professional Practice meeting the standards of professional Practice. APPLYING FOR FULL REGISTRATION THE RECOMMENDATION REPORT Recommendation report in Form C Or Electronic reporting program The electronic reporting program can be found at: www.vitonline.vit.vic.edu.au/vitis/prod/FullRegApps.nsf Secure site: requires school’s VIT online password Please save as you go as there is no auto save Complete applicant’s details Describe recommendation process Select evidence (additional comments possible) Select recommendation (include reasons if recommending extension) Submit report electronically Print, sign and provide a copy to applicant
APPLYING FOR FULL REGISTRATION THE EVIDENCE OF PROFESSIONAL PRACTICE Should arise from teachers’ normal practice NOT a University assignment Focus on student learning. Address all aspects of teaching and provide for support in areas needing further development. Emphasise collegiate and reflective practice
APPLYING FOR FULL REGISTRATION THE STANDARD OF PRACTICE REQUIRED • The level of professional practice is not set in the standards statements, but is inherent in the process required to demonstrate them. • The process encourages effective practice and provides clear and consistent evidence of the standards being met. • Evidence Recording Sheets and Guide to Competent Practice have been developed to assist panels report the evidence presented and make a decision about whether the standards have been met. • The process is predicated on success. PRTs should be aware of any concerns about professional practice prior to presenting evidence to a school panel.
THE EVIDENCE AND ANNUAL REVIEW The process can be used as part of Annual Review or performance appraisal meetings. Processes should not be duplicated Additional employment conditions may apply and would be the subject of other performance management processes. This approach has the support of all employer and teacher organisation groups. Where a PRT in the government sector decides not to apply for full registration in their first year, an alternative process of performance appraisal for the purpose of determining a salary increment may be negotiated with the principal.
THE CODE OF CONDUCT The Code of Conduct: Complements the Code of Ethics (developed in 2005) Assists teachers to make better decisions about their conduct and practice The draft Code of Conduct developed from a working party comprising representatives of main stakeholder groups and through consultation with practising teachers Consultation with the profession

RENEWAL OF REGISTRATION THE ACT REQUIRES TEACHERS TO MAINTAIN AN APPROPRIATE LEVEL OF PROFESSIONAL PRACTICE IN THE PREVIOUS FIVE YEARS HAVING REGARD FOR THE STANDARDS OF PROFESSIONAL PRACTICE APPROVED BY THE MINISTER. • Professional practice includes employment as a • teacher; • in educational leadership; or • equivalent practice • for at least 80 days in the preceding 5 years.
RENEWAL OF REGISTRATION FOR THE INITIALPERIOD • Applies to teachers with full registration and a fifth year expiry of 31 December 2007 • To renew their registration these teachers must have: • maintained their suitability to be a teacher: • current and satisfactory criminal records check • no cancellations in other States, Territories or new Zealand • no suspensions or dismissals • maintained their professional practice: • 80 days teaching, educational leadership in a school or equivalent • practice • during the previous five years A simple self declaration - no evidence A random audit of teachers to provide evidence
RENEWAL OF REGISTRATION FROM 2008 ONWARDS The same requirements for the initial period with the addition of: a defined quantity and scope of professional development activities Consultation with the profession Development of policy informed by teacher views of professional learning No duplication of process: Teachers can use school based performance appraisal to demonstrate maintenance of professional practice for renewal of registration where applicable
