Role of external agencies • Why do we need them? • To ensure tests are accurate and reliable • Results reported belong to correct patient • Make sure all laboratories are working to same standard • Maintain level of staff training • Ensure laboratories are safe environments to work
External agencies • Clinical pathology accreditation • UKNEQAS • EMQN • CEQA (cytogenetic European quality assessment scheme) • CMGS/ACC • Health professions council • Royal college of pathologists • Department of Health
Staff quality • Technologists • Can be registered • Scientists • Trained and assessed by CMGS/ACC (A grade) • Masters course to train STPs • Health professions council • Regulates clinical scientists • Must show competence in all aspects of laboratory work/management/quality etc • Remain up to date - CPD
Clinical Pathology Accreditation “involves an external audit of the ability to provide a service of high quality by declaring a defined standard of practice, which is confirmed by peer review.” • Set of standards available to download on CPA website • Laboratories must comply with these standards to be fully accredited • Covers all aspects of the laboratory • Quality management • Training • Health and safety
EQA schemes • EMQN, UKNEQAS and CEQA all offer schemes to test genotyping and interpretation • You must sign up to the relevant schemes • I.e. if you test for a disease you must participate • Requirement of CPA • Schemes will monitor performance • Persistant poor performers will be investigated further
Best practice guidelines • Prepared by CMGS and ACC • Some also by EMQN • Set guidelines for wide range of diseases/testing methods • E.g. QF-PCR – defines standards so all labs nationally are providing the same standard of service
Health professions council • Clinical scientist registration • Way of determining ‘fitness to practice’ • Standards • Basic education and training appropriate • Maintained through CPD • Conduct, performance and ethics • Proficiency standards • All must be met to be registered and use protected ‘clinical scientist’ title • Must be maintained
Royal college of pathologists • Professional membership organisation • Sets and maintains professional standards • Promotes excellence in practice of pathology • High level (band 8) genetics staff will have • Part 1 • Part 2 • Syllabus encompasses advanced genetics, management and the application of these to laboratory situations
