ISO/CASCO structure • 107 ISO members are represented in CASCO, of which 76 are participating members and 31 observers. • Eleven international organizations are liaison members of CASCO: BIPM, CEOC, IAF, IFAN, IFIA, IIOC, ILAC, IPC, IQNet, OIML, UILI.
Strategic Alliances and Regulatory Group(STAR) • Provide mechanism for industry sectors and regulators to interact with CASCO; • Inform CASCO of sector and regulator activity in conformity assessment; • Provide a forum to discuss conformity assessment needs of industry sectors and regulators; • Promote CASCO Toolbox; • Members to date: CASCO Members (11), Guest Members (4): Codex Alimentarius, EC, IATF, IRIS (representing the food, automotive and railways sectors)
ISO/CASCO Interpretation Panel • Provide a uniform consistent approach to interpretation and maintenance of existing standards and guides; • Request to NMC which will where relevant forward to CASCO; • Interpretation Panel within CPC (Chairman Policy Committee) will address all queries timeously; • As appropriate, quick or detailed answer; • Response will be available on ISO/CASCO web page.
ISO/IEC Directives Part 2 Clause 6.7 Excerpts • […..] Product standards, process standards and service standards shall be so written that conformity can be assessed by a manufacturer or supplier (first party), a user or purchaser (second party), or an independent body (third party) […..] • [Committees wishing to propose the establishment of a conformity assessment scheme or system, or wishing to prepare documents specifying sector-specific operating procedures for use by conformity assessment bodies and others for conformity assessment purposes, shall consult with the secretariat of ISO/CASCO or IEC/CAB as appropriate, to ensure that the documents developed are in line with conformity assessment policies and rules approved by ISO/CASCO and IEC/CAB as relevant. […..]
ISO/CASCO Sector Policy 5% 15% 80% • Needs to be clearly defined in Directives Part 2 clause 6.7 to allow for easy and consistent application by TC’s; • Not encourage unnecessary multiplication of sector schemes; • Assist sectors where there is a justified need (80% - 15% - 5% principle); • Encourage sectors to use the CASCO Toolbox.
ISO/CASCO Neutrality Policy • Needs to be explicitly stated in the Directive Part 2 Clause 6.7 to allow for consistent application by ISO TC’s; • CASCO has a neutral approach with respect to 1st, 2nd and 3rd party conformity assessment; • ISO/CASCO Standards to not promote one form above the other; • Choice of 1st, 2nd and 3rd party should rest with the customer/purchaser/regulator; • Directives to be amended to clarify.

Completed • ISO/IEC 17007, Conformity assessment — Guidelines for drafting standards and specified requirements suitable for use for conformity assessment • ISO/IEC 17021 Part 2, Conformity assessment — Requirements for third party auditing of management systems • ISO/IEC 17043, Conformity assessment — General requirements for proficiency testing • ISO/IEC 17065, Conformity assessment — Requirements for certification bodies certifying products (including services) and processes • Market Surveillance Workshop (29 October 2008, at the World Meteorological Organization, Geneva)
