ELF & English Education Policy─ EIL, ELF, and Global English C. M. Chen 2011.06.25 ELF 分享會(成大成鷹計畫)
Issues (or myths) about English education policy in Asia (Kirkpatrick, English as a Lingua Franca in ASEAN: A Multilingual Model) • To ensure the privilege of English? • To decide what to teach • To introduce English as a subject or a medium of instruction? • To argue about when to teach • To start as early as possible or late? • To decide the aims of learning the language • To list tasks for international communcation ELF 分享會(成大成鷹計畫)
EFL or ELF? (Jenkins quoted by Kirkpatrick) ELF 分享會(成大成鷹計畫)
My question-- • Is English an EFL or ELF in Taiwan? ELF 分享會(成大成鷹計畫)
ELF & Education Policy • Can ELF be a standard? • Reconsider English as a subject or a tool? • How to drive English education policy with ELF? ELF 分享會(成大成鷹計畫)
English is… Traditionally BrE: British English AmE: American English Nowadays EIL, English as an International Language ELF, English as a Lingua Franca Global English ELF 分享會(成大成鷹計畫)
Using English as a Lingua Franca • NS= Native Speaker NNS= Non-native Speaker ELF users are: • NS v.s NNS • NNS v.s NNS ELF in Taiwan… • Intercultural awareness • Accommodation skill ELF 分享會(成大成鷹計畫)
What is ELF? • A language no longer belongs to Native speakers • Allow the varieties and diversities of English ELF 分享會(成大成鷹計畫)
What is EIL? • English as an International Language • EIL=ELF (Jennifer Jenkins, 2011) ELF 分享會(成大成鷹計畫)
The story of English as an international language • 19-century age of empire: British English enjoyed the global supremacy. • Through the agency of the two world wars: American English and culture became part of the global consciousness through the mass media and its values. • After 2003, English began to gain a supranational momentum that make it separated from its Anglo-American pasts. ( internet and economical globalization) ELF 分享會(成大成鷹計畫)
EIL • English for international communication • No need for native speaker competency • Functional competency: teach learners how to use English to accomplish specific tasks ELF 分享會(成大成鷹計畫)
EIL Wordsmith announced: 1 million English words Oxford English Dictionary: 500,000 words An educated English speaker knows about 20,000 words and uses about 2,000 in a week TOEFL: 20,000 words TOEIC: 7,000 words ELF 分享會(成大成鷹計畫)
What is Global English? • Easy English with a vocabulary of just 1,500 words • Proposed by Jean-Paul Nerriere, a French-speaking retired IBM executive as “the worldwide dialect of the third millennium” • An international language independent of its Anglo-American origins or cultures • Contagious, adaptable, popullist, and subversive, a language as a part of “global consciousness” (quoted from McCrum, Newsweek, June , 2010) ELF 分享會(成大成鷹計畫)
The Nature of English is Changing • Paradigm Shift • The role of English has changed. • English as a lingua franca (ELF) challenging the standard – Jenkins David Graddol (1997) Braj Kachru (1985) ELF 分享會(成大成鷹計畫)
Case 1: Lingua Franca Core in Korea Presenter: Chung, Hyunsong (Department of English Education/ Korea National University of Education, South Korea) • Title of the Paper: Challenges of the Lingua Franca Core (LFC) in Korea • Main points: Foreign language policy makers in Korea are hesitant to practically adopt the LFC in the national curriculum because the students and parents still pursue the “standard” or “native-like” norm of English which is believed to guarantee academic/professional success in the future. Case 2: Language Education Policy in China Presenter: Pan, Zhangxian (Zhejiang Gongshand University, China) • Title of the Paper: Retrospect and Prospect of the English language Education Policy in China: Towards Multiplicity • Main Points: The author argues that in the context of globalization and frequent use of information technology, China’s English language education changes towards multiplicity, which is revealed in matters such as the choice of teaching goals, education model, contents, methods and the suitable stage to start the education. Case 3: Internationalization of Higher Education and Language Policy • Presenter: Cabau, Beatrice (Hong Kong Baptist University, Hong Kong) • Title of the Paper: The antagonistic interests of ELF and the national language in Swedish higher education in the light of internationalization of higher education and language policy • Main Points: …the increasing use of English in HEIs (Higher education institutions) as a not unproblematic consequence of the phenomenon of internationalization of higher education. … Swedish HEIs have to reconcile the objective of internationalization of HE together with the principles of national language policy. A Paradigm Shift?Taiwan’s EIL Education • Different awareness toward EIL (or global English) • To whom does English belong? • Is it necessary to achieve native proficiency? • Should there be a standard of English? Should there exist a global English? ELF 分享會(成大成鷹計畫)
Conclusion To practice with the approaches… • Global English can be a single norm. (Simplified version of Native speakers’ English) • Next step: ESP (English as a Specific Purposes: To accomplish specific tasks) To practice with the concept… • Intercultural awareness • Accommodation skills ELF 分享會(成大成鷹計畫)
Questions:Do we need a norm? Or do we practice with the principles of diversity? ~Thank You~ Please Comment… ELF 分享會(成大成鷹計畫)
