EGNOS introduction in Euromed region (1) • Euromed GNSS programme: • Goal: European GNSS (E-GNSS) introduction in Euromed region, EGNOS in view of Galileo • Infrastructure implementation for EGNOS service provision (SiS) • Service introduction/exploitation and market preparation • 2006 - 2009 → Euromed GNSS I/METIS • 2012 - 2014 → Euromed GNSS II/MEDUSA • in parallel with the infrastructure implementation for EGNOS service extension to cover the area • Euromed Partner countries: • Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia (in Euromed GNSS I/METIS, Turkey was included and Libya excluded)

EGNOS introduction in Euromed region (5) • 2nd UfM (Union for the Mediterranean) Ministerial Conference on Transport held on 14 November 2013 in Brussels • “Priority guidelines for a new Regional Transport Action Plan for 2014-2020 in Euromed region” endorsed • GNSS is included among the themes, laying the basis for the next phase
Euromed GNSS II/MEDUSA • MEDiterranean follow-Up for EGNOS Adoption: • May 2012 for 3 years • Pool of EU experts • Euromed partner countries • Goal: • Best practices sharing • Aid to countries to prepare/set up the basis for the feasibility assessment/decision making process • Aid to countries towards the exploitation and operational adoption of EGNOS services • Technological transfer and capacity building • A programme of technical assistance actions tailored on specific local, sub-regional, regional needs (focus on aviation and freight transport/road)

EGNOS Euromed regional coverage needs (1) • MEDUSA’s outcomes: • Euromed regional coverage needs/priorities (in terms of aerodromes with favourable conditions for LPV introduction) • Recommendations for the roadmap related to deployment of the infrastructures necessary to extend the EGNOS service coverage across the Euromed area • Three priority levels • Criteria/drivers: • SoL coverage on country’s aerodromes • High-level official commitment in relation to the operational implementation for EGNOS SoL/LPV • Inputs from countries

List of to-dos & analysis of regulatory/service provision framework for LPV operations (1) • An International/Institutional Agreement (between EC and the non-EU state), clarifying the overall framework for the use of the EGNOS SoL Service in the non-EU country (such as the governance, financial and liability terms, ref. GNSS EU Regulation No 1285/2013), and defining the regulatory (mutual recognition) aspects in the aviation domain • A Working Agreement (EGNOS Working Agreement for non-EU countries) between ESSP and the non-EU country’s ANSP, establishing the required coordination and working arrangements (ref. ICAO provisions) • MEDUSA’s “Regulatory baseline required for EGNOS based operations implementation in aviation in the Euromed countries”, identifying "minimum regulatory baseline”/set of minimum operational requirements needed for non-EU country ANSP to start the discussion with ESSP concerning the EGNOS Working Agreement

Lessons learnt • MEDUSA is developing capacity building on EGNOS and Galileo in the Euromed region. • MEDUSA is helping the Euromed countries to take advantage of the early services offered by EGNOS today. • MEDUSA is proving that EGNOS and Galileo can provide benefits to Euromed countries. • The Euromed countries are confirming their interest towards EGNOS and Galileo. • EGNOS service coverage extension to guarantee in the Euromed region the same EGNOS performance as in Europe is a fundamental enabler. • MEDUSA’s outcomes and lessons learnt can be injected into other regional initiatives.
