CDMRP Background • The Office of the Congressionally Directed Medical Research Programs (CDMRP) Provides: • Research administration for multiple large biomedical research programs • Life cycle management from determination of research gaps, release of RFP, receipt of and two tier review of research proposals • Scientific advisors on award negotiation and oversight • Public relations to inform shareholders and encourage applicants • Scope • manage approximately $500M of new research funds each fiscal year • process 12,000 to 14,000 new research applications/pre- applications per fiscal year • manage approximately 5,000 open grant awards at any given time • Workforce Structure: • 25% military/civil service/IPA • 75% contractor support

FY12 Opportunity #1 • Scientific Program Specialist Support • Incumbent: Azimuth, Inc. • Quarter of Fiscal Year: 2nd Quarter FY12 • Commodity: Professional, Scientific and • Technical Services • Estimated Value Range: $300,000 - $2,000,000 • Procurement Type: Full and Open Competition • Description of Services: • Support research program IPTs with preparing materials, assisting in responding to taskers, developing program announcements • Assist in collecting required documents to complete grant packages • Prepare research and consumer highlights for posting on web • Assist in identifying reportable outcomes, key research accomplishments, potential patentable products and inventions and publications

FY12 Opportunity #2 • Administrative Business Operations Support • Incumbent: Azimuth, Inc. • Quarter of Fiscal Year: 2nd Quarter FY12 • Commodity: Professional, Scientific and • Technical Services • Estimated Value Range: $300,000 - $2,000,000 • Procurement Type: Full and Open Competition • Description of Services: • Support CDMRP scientific and administrative personnel with general administrative support such as coordinating travel and 540 creation and routing • Support multiple teams within CDMRP with Program Evaluation, Portfolio Analysis, Consumer Working Group • CDMRP Public Relations

FY12 Opportunity #3 • Electronic Grants System • Incumbent: Constella Group, LLC • Quarter of Fiscal Year: 2nd Quarter FY12 • Commodity: Professional, Scientific and • Technical Services • Estimated Value Range: $800,000 - $5,000,000 • Procurement Type: Full and Open Competition • Description of Services: • EGS is a mission-critical system designed to address core functions of CDMRP business needs. It stores every aspect of research proposal and grant data including regulatory, program specific and principal investigator information • EGS is designed to automate CDMRP processes including: proposal management, grants management, program management, program evaluation and budget management • EGS is a web-based application supported by a database backend • EGS is Defense Business Certified as required by the Office of the Under Secretary of Defense
