This report provides an outline of the implementation of WIGOS (WMO Integrated Global Observing System) in RA-V (South West Pacific), including the regional implementation plans for WIGOS and WIS (WMO Information System).

About RA-V (south west Pacific) • for countries in this Region, membership of WMO is particularly important because it supports the ongoing exchange of observations and other data which underpin the services needed to mitigate disaster risks and adapt to climate variability and change.   6. Regional Implementation Plans for WIGOS & WIS The Regional WIP was developed 2012 – 2013 following the WIGOS IP and its 10 KAAs. Regional WIS IP was developed 2013-2014. WIGOS - - WMO Integrated Global Observing System

Sixteenth session of RA-V (Jakarta, May 2014) • "… the Association emphasized that commitment by Members to WIGOS is essential and urged their Members to support implementation of WIGOS in their Region, including providing sufficient resources. In particular, the Association urged Members to make experts available to contribute to relevant regional Working Groups." Resolution 6 (RA V-16): • "Decides to adopt the Regional WIGOS Implementation Plan for Regional Association V (South West Pacific) (R-WIP-V) as presented in the annex to the present resolution;" WIGOS - - WMO Integrated Global Observing System

Sixteenth session of RA-V (Jakarta, May 2014) • "… The Association reminded its Members that, in order to derive benefits from WIS, accurate WIS Discovery Metadata records describing the information provided through the WIS needs to be ensured." Resolution 8 (RA V-16): • "Noting further: (1) The importance of implementing the WMO Information System (WIS) to support WMO priority activities, including the WMO Integrated Global Information System and the Global Framework for Climate Services, • Decides to endorse the RA V WIS Implementation Plan as presented in the annex to the present resolution;" WIGOS - - WMO Integrated Global Observing System

  11. Sixteenth session of RA-V (Jakarta, May 2014) Resolution 15 (RA V-16): • "Decides: (1) To re-establish the Regional Association V Working Group on Infrastructure with the following terms of reference …… " WIGOS - - WMO Integrated Global Observing System

Continuation of RA-V Working Group on Infrastructure "Modify the Task Teams of WG-INFR to focus on priorities as follows: • maintain the Task Team on WIGOS (TT-WIGOS) with new challenges and • the Task Team on Observations Quality Management (TT-OQM) with broader scope than the previous Task Team on Traceability of Observations; • rename the Task Team on the Regional Implementation Strategy for new WIS Discovery and Retrieval Services (TT-DAR) as the Task Team on Regional implementation and Operation of WIS (TT-WIS); • establish a new Task Team on Satellite Utilization (TT-SU) by combining the two existing Task Teams on Pacific Satellite Communications (TT-PSC) and Satellite User Requirements (TT-SUR). • A Task Team on Aircraft Based Observations (TT-ABO) should be formed if relevant experts are available" WIGOS - - WMO Integrated Global Observing System

Continuation of RA-V Working Group on Infrastructure • Lead of Working Group: • Former Lead = Russell Stringer (Australia) • New Lead = Karl Monnik (Australia) • Substantial change of other contributing experts • Protracted process for activating new team -> interrupted flow of work WIGOS - - WMO Integrated Global Observing System
