  3. Objectives • Proactively contribute to build an innovative culture at the University • Secure, administer and refine IPR for the University • Perform technology transfer by creating new companies and licensing Financed by Norwegian Research Council and the University

  4. Integrated TTO model • Identification of ideas • Patent applications (IPR) • Technology development • Licensing • Start-up companies • Incubate and help start-ups • Pre-seed investment

  5. Funding • NTNU TTO staff 16 – 2900 scientists • Birkeland Innovation – staff 13 – 3200 scientists • Both receive 9 mill. NOK from their Universities (included 1.4 mill from KD) • NFR FORNY: About 10 mill. for projects and infrastructure work • Large UK Universities – 1% staff compared to number of scientists

  6. Patent funding • Very little money followed the law change in 2003 • All parties agree that IPR and patents are key to success • Universities have very little money for this work, NFR does not finance anything, ”a catch 22”

  7. Deal flow: From ideas to business • UiO deal flow: 70 project ideas per year • Birkeland commercializes more than 10% per year • Birkeland goal for 2007 – 5 licenses to existing industry and 5 start-up companies • Birkeland portfolio 2005-2006: 7 companies and 4 licenses • Goal end of 2010: 40 companies and 40 licenses

New incentives for scientists • Deal flow need to be increased and the quality of ideas improved • Patent applications, industrial experience, commercial project experience must count as qualifications for university positions and getting grants • 1-3 years sabbatical for participating in start-ups

Conclusions • Change of laws and establishing TTOs are steps in the right direction and give an opportunity to connect academia with society in a new way. • The close link between a TTO and the University is crucial for successful commercialisations • The University need an IPR policy (UiO has one) and amendments to the researcher’s contracts • Aligning aims, objectives and incentives across a university, its departments, researchers and the TTO. Universities must take action to ensure alignment • Demonstrating university support for and departmental commitment to entrepreneurship.
