1. Characteristics of the DQR • The DQR describes competences that can be obtained in the national educational systems on 8 levels • The DQR comprises all national educational systems (general, vocational and academic education and training, as well as further education and training) • The DQR emphasizes the results of learning rather than focusing on inputs (shift to learning outcomes instead of workload) • The DQR does not include any automatic mechanism for the recognition of qualifications: the „accepting“ institution decides whether it recognizes a qualification obtained elsewhere
2.1. Objectives of the DQR Starting Point: • Implement the EQF in Germany and adapt it to the specific conditions of the German educational system Transparency and Mobility: • Increase the transparency of the German educational system • Facilitate the referencing qualifications • Support the transnational mobility of learners and workers in Europe • Promote the EU-wide recognition and appreciation of qualifications obtained in Germany Possibly: Reform • Promote the transition between separate educational systems • Promote the shift to learning outcomes

4.2. Tasks of the f-bb Primary Objectives: • Endorse the BMBF in the development of the DQR by analysing the following overarching topics: • European Education and Training Policy (Council decisions, Copenhagen- and Bologna-Process) • Metrics and taxonomy of the German systems of education and qualification (esp. of the vocational and training and the academic system), incl. ECTS and ECVET • National Qualifications Frameworks in international comparison • Provide support in organisational issues and PR
5.1. Challenges within the Project • Intended shift to learning outcomes • Uncertainty whether the DQR is to become a reference tool to compare qualifications and support mobility or an innovation instrument to reform the national educational system • Different positions of various actors • Different positions within actor groups/ associations • Combination of educational, employment and social/ socio-cultural aspects
