  3. What is STS Prepay Electricity STS (Standard Transfer Specifications) is recognized as the ONLY globally accepted open standard for prepayment systems. The International Electrotechnical Commission (IEC) has formally accepted the STS as a Publicly Available Specification (IEC/PAS 62055-41) titled: Electricity Metering – Payment metering systems – Part 41: Standard Transfer Specifications)

System Security and Dependability • Meter “Loads” are specific to an individual meter • 20 digit military algorithm • Provides unique Key and Tariffs per Electricity Meter • Stops these discriminatory practices: • Load sharing or “pasa load” from one meter to another • Purchase of loads from one DU to load into another DU’s meter. • Anti-tamper Mechanism • 6 points for attaching seal of ERC and utility • Electronic tamper mechanisms which when tripped will cause meter to freeze and cut-off electricity

System Security and Dependability • Anti-illegal reseller mechanism • Each meter’s ampere rating is adjustable • load limiter; adjustable ampere rating • Prevents unscrupulous consumer from reselling electricity to neighbors • Extra ampere load generated by reselling will cause the meter to trip and cut-off electricity • Anti-hoarding mechanism • Amount of load purchased/consumer is limited by the system • Limit amount of purchase and number of purchases

  14. Flexible and Transparent Tariff/Billing The manner of computing for prepay electricity cost formula remains the same as the current unbundling of rates as prescribed by the ERC. Like current postpaid subscribers: 1.The cost per kwh is computed monthly and is based on approved variable and fixed rates of the distribution utility 2.There is a billing cut-off date/cycle per month for the implementation of this monthly rate. 3.Therefore, the cost of prepay consumer’s tariff will follow the price per kwh “at the time of purchase” by the consumer of his prepay load.** ** This provides enumerable benefits to the consumer. For example, a consumer can buy his electricity in small amounts within the same month, his purchase price per kwh remains the same for the month. Another benefit is that his kwh amount purchased (like gasoline) has no expiry, the kwh value remains the same until consumed.

  15. Flexible and Transparent Tariff/Billing Adjustments: When consumer purchases overlap billing periods or in instances where there are bound to be tariff adjustments to be made. Tariff adjustments can be reflected on the next purchase made by the consumer

With the built-in kwh consumption LCD monitor inside his unit, the electric consumer becomes an informed consumer with real time access to information affecting his electric service. By learning to economize on energy use and manage their budget effectively, the consumers have been empowered.

Unlike postpaid, no minimum monthly fees even when you have 0kwh consumption. • 5 No regular visit to utility office required. Loads can be purchased 24hrs x 7 days, anytime and anywhere in the Philippines.

Separate and distinct consumer application and service agreement forms versus postpaid. • 2.With payment in advance, a utility gets lower cost of money. Translates to better financial efficiency. • 3.Flatten over-all Philippine electricity demand. Prepay Electricity curbs demand as pressures on kwh supply intensifies. • ØInternational studies show that subscribers on prepayment lower kwh consumption by as much as 20%. STS prepay helps flatten the spikes in electricity demand … making power generation capacity more efficient. STS Prepay provides the effect of TOU service at less than half the infrastructure cost.

Several opportunities become open to the consumer when he is able to manage his demand in REAL TIME. 5.As the only prepay international standard, STS prepay electricity system insures that the prepay processes and procedures of a Vigan electric utility is administratively the same as the utility in Jolo. No difference in the prepay consumer experience anywhere in the country. 6.Tool for the viability of off-grid electrification. The high cost of grid electrification in deep rural areas has made the government initiate programs for non/off grid electrification. These areas have (1) low electricity consumption, (2) remote in distance to a utility office and (3) have no big anchor consumers. To supply electricity via prepayment makes these programs viable.
