Missing Disability Application Information • Certified Disability Application • Medical Records from disability onset. • Local board minutes with recommendation of class or duty / non-duty related injury.
INPRS Disability Process • INPRS sends a letter to the member of the disability application. • INPRS list the following: • Date of the application. • Class recommended by the local board. • Content of what was submitted with the application.
INPRS Disability Process (con’t) • If documents are missing a letter is sent to the member requesting the information. • Ability to turn in additional medical data. • If the medical authority disagrees with the local unit, the member is contacted. • Release of information added to the disability application.
Impact of revised disability process • Members involved in their own process step by step. • Reductions of appeals: 2010 – 19% 2011 – 22% 2012 – 6% 2013 – 8%
Local Board Process • Member submits disability application • Must give notice of hearing five (5) days prior to hearing • Must hold hearing not more than ninety (90) days after disability application filed • Determination must be made thirty (30) days after hearing • Documents & hearing recommendation must be submitted to INPRS Board
Important Information • Reporting disability members to INPRS of active duty status. • Page 2 certifies no suitable and available work. • Determination must be made thirty (30) days after the hearing. • Questions re: creation of local board. 36-8-7-3 (1937 Plan)
Baseline Applications • Page 10, questions #4 and #5 • If an applicant marks they are no longer drinking, the correct columns in question #5 must be completed
Baseline Applications • Signatures on pages 19 and 20 • Page 19 requires both the Pension Secretary and Board Member signature • Page 20 must be Appointing Authorities Signature • Submit ALL medical tests with the application • Prevents potential delays in processing
Baseline Applications • Always mail the applications. Do not fax. • Only corrections should be faxed to 317-974-1616 • I.C. 36-8-8-7(n) • Active, separates, re-employs with another department within 180 days – no baseline application needed • Correction to original presentation: at seminar it was asked if you had to be 36 years or older and answer was yes. That is incorrect. You do not have to be over 36 years of age. • Requesting updates or additional info • Must be listed, active contact in ERM system
Pension Relief • December 2013 • Reminders sent to set up PR role in ERM • EPPA call out to verify active members • PR flyer mailed • 1/2/14 – begin entering and submitting data • 2/1/14 – have all data submitted • February 2014 – INPRS reviews data, contact employers if needed
