PFO CONSOLIDATING FLEET POSTAL FINANCE REPORTS TO USPS DUMMY METERS FOR CONSOLIDATED MAIL – Captures accurate cost avoidance STUDYING AUTOMATION OF IN/OUT BOUND MAIL CSS NEWPORT, RI TRAINING “IDPC/PPO” SCHOOL AS OF: MAY 11. Postal Advisors Postal Advisors are designated by CFFC and perform a variety of services: • SMC in conjunction with Afloat Training Group • LTT visits • Pre / Post Deployment visits • SUPPO / Postal Officer / PPO Turnover visits • Pre-deployment brief’s • Inspections & Investigations • Fleet Refresher Training Seminars • Workload ashore – Fleet records review monthly/quarterly
Postal Advisors • Current projects: • Pre-deployment refresher training for PPO’s. Issue meter and train on requirements prior to deployment. • Installation of MILPO scanners on all fleet commands. Training on use for GBS transit tag info and USPS Product Tracking Services (PTS) • Work with SURFLANT to continue with Postal Refresher seminars for Fleet PPO’s, OMM’s and Postal Officers. Being conducted monthly with advanced schedule promulgated • PQS SIGN OFF • Assist CSS in keeping IDPC/PPO course material up to date.
Postal Advisors Challenges: • LTT broken up into 1.1 through 1.4 phases. Time consuming for PAA team. • New LS rating no longer growing Postal SME. Degraded military postal experience. • Tracking ships schedules for issuing B 700 postage meters and receiving them back. • Loss of proficiency in finance operations with no finance in-port. • PTS in AMPS at sea • Keeping qualified PPO and APPO onboard all SURFOR ships. • Postal Officer involvement
Supply Management Certification (SMC) • 29 SMC’s CY 11 • Average score – 85.47% • 35 LTT visits CY 11 • Common deficiencies: • Weekly Inspections – Postal Officer • Registered Mail Balance and Accountability • Mail Orderly designation and training • Directory service • Delay of First Class Mail • Directory not being conducted • Improper disposition of undeliverable mail • Improper processing of periodicals
PRE DEPLOYMENT SERVICES • Pre-Deployment Briefs • All ESG’s and CSG’s prior to work-ups. • Postal Officer, PPO, Official Mail Manager. • Mail routing, POC’s, Free Mail, IDS, Navy Cash card postal finance. • Provide a disk of Pre-deployment resources. • Set up Official Mail Managers with Navy Cash card and expenditure log reporting. • Pre-Deployment Assist Visits • MILPO Scan refresher training for GBS and PTS scanning requirements. • Review supplies, slide labels, fly tags etc. • Check MRI – Ships, Squadrons, Detachments. • Conduct tailored training. • postal finance training requirements with PFO and meter use refresher training. • Post Deployment Assist Visit • Review financial reports • Review all Registered Mail and Mail Orderly/Mail Call records. • Review mail transportation documents • Lessons learned
FLEET SERVICES • Dockside delivery • Monday-Friday, upon arrival/prior to underway: Large decks, CVN/LHA/LHD not delivered. • Norfolk Air Terminal (NGU) • Receive/dispatch all registered mail to/from SIZ, BAH, GTMO (all mail), RTA, NAP, JIB • Mail Routing tracking • Monitor ships/squadrons/mobile unit MRI, JFK Mail changes, and in port lists for proper disposition of fleet mail. Assure changes made in customer service area to route mail for deployed commands
FLEET SERVICES CY 2011 MAIL MOVED: 127,795 pieces / 1,752,477 pounds
PFO NORFOLK Responsibilities of PFO Norfolk Monitors all USPS financial transactions for all Atlantic Fleet FLTFORCOM Shipboard post offices and two overseas post offices (Autec Island and GTMO). Consolidates all SURFOR financial reports for submission to USPS. Assures all accounts are in balance and correct. Submits weekly report to USPS. Controls custody and issuance of all USPS capital equipment for Atlantic Fleet. Issues meters and provides training on their use. Reconciles all meter accounts upon return from deployment to ensure accounts are balanced. Issues all AMPS accounts and provides hands on AMPS training. Provides one- on-one on site training to PPO’s and Postal Officers on their requirements for USPS equipment , postal finance and AMPS.
PFO ATLANTIC PFO CHALLENGES • PPO & APPO TURNOVER • Post Office is Collateral Duty – Full services not performed while in homeport/CONUS. No proficiency gained. • Lack of Command Support • Improper turnovers of COPE/PPO - Gap in turnover • Proficiency – Loss of expertise by LS rating merger • METER & AMPS TRAINING • Training scheduled for Postal Officer, PPO and APPO with enough lead time prior to deploying • WEEKLY FINANCE REPORTING • Units Failing to report
