GTRI's Independent Research and Development (IRAD) Program • Demonstrate an Interoperable Free and Open Source GIS system for First Responders that provides: • Situation Awareness (SA) • Common Operational Picture (COP) • Peer-to-Peer/Peer-to-Server Collaboration (COMM) • Provide the infrastructure to support the GIS system • Access Geospatial Data Sources • Setup a PostGIS database and Web Mapping Service (WMS) portal for First Responders • Maps and Images • Object data • Interoperability with other GIS systems (Geographic Tool for Visualization and Collaboration (GTVC), Google Earth, VIPER, etc.)
IRAD Tasks • Research Geospatial Data Sources for First Responders • Studied sources of data for first responders including the Homeland Security Information Program Freedom edition, commercial data compiled by companies such as Navteq, and public data such an Open Street Maps • Purchase and Set Up a Geospatial Data Server • Set up a network server capable of serving enterprise-level geospatial data services to responders • Integrate FalconView with the Server • FalconView was previously enhanced to integrate with network services, this task will ensure maximal stability, usability and security of the services • FalconView WMS for First Responders • Leverage the technology developed in the 2009 FalconView Interoperability IRAD to create a solution to serving data from FalconView to other users on a network • Purchase and Set Up a WMS Server • Set up a network server capable of serving FalconView data (points, drawings, etc.) to responders on an enterprise level • Configure and Test FalconView WMS Connectivity • Test the FalconView Web Mapping Server with other WMS clients such as GTVC, Viper, Google Earth, Open Layers, web browsers, Quantum GIS and ArcMap • FalconView Configurations and Installations • Create, configure and test installable package for First Responders Completed Remaining
Geospatial Data Sources for First Responders • All Open Source FalconView map types and overlays are supported • FalconView’s GeoData overlay can consume WMS and OpenStreetMap data • First Responders enhancement adds the ability for FalconView to Produce and Consume PostGIS data. • PostGIS is a set of templates and tools on top of PostgreSQL database • PostGIS provides a common framework for multiple instances of FalconView to collaborate concurrently to each other • PostGIS data can be broadcast through GeoServer in several formats including WMS • Third party clients can consume WMS, KML, Open Layers and other data produced from PostGIS • Google Earth, FalconView, WorldWind, Virtual Earth, OpenGeo, etc.
Accomplishments • Deployed development PostGIS database • Modified FalconView to support direct access to PostGIS • Deployed GeoServer webapp on Apache Tomcat server to produce WMS, OpenLayers, and KML feeds from PostGIS data • This allows applications that supports any of these standards to consume data produced by FalconView • Modified the FalconView GeoData overlay to add capability to insert, edit and remove geo objects (points, lines, polygons) • Setup a separate OpenStreetMap server specifically for First Responders. This allows First Responders to avoid bandwidth restrictions imposed by the OpenStreetMap project • Examined feasibility of fail-over servers for PostGIS and GeoServer, and stress-tested a single PostGIS deployment (using 250,000 queries) to ensure high-availability of the First Responders solution
Remaining Work • Making FalconView accessible to First Responders; example timeline • First Incident - First Responders arrive on the scene of an incident • First Responders receive FalconView installations on laptops or handheld computers • Administrator generates and hands out an “Incident file” that is given to all First Responders (everyone on the same sheet) • The Incident file includes map data and overlays needed by the First Responders as well as the address of pertinent map and PostGIS servers • Second Incident - First Responders arrive on the scene of an incident • First Responder is given a new updated Incident file • Nth Incident - First Responders arrive on the scene of an incident • First Responder is given a new updated Incident file
