Improving DoD AcquisitionSituational Awareness • Briefed Service Acquisition Executives (SAE) on entire study • Obtained comments and concerns • Briefed USD(AT&L) • Part 1: Acquisition Data Consolidation • Consolidating key acquisition data in one repository • Identified 2-4 programs per service for pilot • Identified needed resources for pilot • Ready to start repository pilot • Improving the Contracting Process • Started dialogue with Industry re EVM and CSDR contracting issues • Plan to work with Defense Procurement and Acquisition Policy Personnel to better resolve internal DoD issues • Part 2: Data Analysis • Manually apply Earned Value (EV) Analysis Tools • Program level data analysis underway • Detailed level data analysis is on hold awaiting funding • Collaborating with another related AT&L/ARA pilot study • DAU Lab: Enterprise Data Visibility & Integrated Performance

Next Steps • Obtain go-ahead for Repository Pilot • Finalize Repository Pilot Programs • Send USD(AT&L) memo to services (cc to industry) re overall study • Obtain funding for repository pilot • POM for long-term funding needs • Implement consolidated reporting on Pilot Programs • Develop repository recommendations • Coordinate with • Program Managers of Pilot Programs • Joint Government/Industry EVM Working Group • CSDR Focus Group • DAES Process Principals • Situational Awareness Studies Working Group (expanded with Service Reps) • Present to applicable groups • Present findings and recommendations to USD(AT&L) for approval for widespread implementation
