ISS Big Picture - Industry as Customer? Industry are Customers of MOD ISS but do not appear in this ISS ‘Big Picture’ However, the… Industry Customers Engagement Forum is helping enable Industry to be stakeholders within MOD ISS Industry identified only as suppliers
Industry Customer Engagement Forum • ICEF is Business-as-Usual activity: regular meetings (6-weekly) between MOD ISS Customer Services (Indirect Customers) & Industry; reports to the JIG • Benefits include: improved requirements, better solutions, reduced business continuity risk, higher productivity, lower costs & increased end-user satisfaction • Outcomes to date: highlighted Industry stakeholder issues re DefNET (replaces Defence Intranet) & MODNET (MOD’s Office 365); close liaison on move to Boundary Protection Service (BPS); Industry Contacts register, ISS User Guides (FAQs) for Industry; Improving Single Point of Contact (SPOC) service • Industry as ISS customer is significant stakeholder (110,000 users on MOD infrastructure; need more recognition at early stages of requirements setting
ICEF ‘Top 3’ Issues raised with MOD ISS • ‘DefNET Issue’: MOD is terminating Defence Intranet, the mechanism whereby MOD has given Industry access to data it uses in delivering contracts. This data migrated to DefNET, a SharePoint site on the MOD's Office 365 site (MODNET) currently not accessible to Industry; adverse consequences for Team Defence • ITAR / NNPPI etc. Compliance in relation to MODNET: Industry seeks MOD statement to identify which categories of controlled information the MODNET environment is authorised to process, store and transmit. Action for Industry to review MOD advice with the International Relations Group (IRG) • Boundary Protection Service (BPS) : regular liaison for preparation to transition to BPS, apply lessons learned (e.g. from move to Global Connectivity) to minimise disruption for Team Defence
Industry Input to MODNET ‘Sprint’ Study • MOD-sponsored 8-week 'sprint’ (external) study into the exploitation of MODNET and Office 365 capabilities • TD-info coordinated Industry input – including diverse representatives - via a workshop session • Industry able to highlight ‘Team Defence’ perspective whereby changes that cause adverse effects for Industry also mean adverse consequences for MOD • It’s all about ‘Team Defence’
New Green Box for Team Defence • The Defence Suppliers Forum (conduit for MOD-Industry relations at government level) took decision to support New Green Box (April 2018) • NGB construct: Industry engages as stakeholder in MOD processes that review and assess impact of proposed information system changes on MOD’s output-based contracts, and assists MOD to shape new requirements of significance TD-Info will coordinate activities with an Industry-funded full-time post plus further MOD/Industry secondees as participants
The Defence Support Network includes all of the MOD and industry nodes - and all of the connectors in between - that deliver equipment support and logistics support, as well as all of the associated information. It encompasses the activity that maintains military capability at the pre-planned availability, readiness and sustainability profiles through its whole life, and end-to-end.

Why DSNT? MOD briefing to Industry… • Defence spend on support remains significant (£12.8bn in FY 2016/17) but MOD has incomplete, and regularly ignored, rules for how support works • Joint Force 25 sustainability challenge is step-change increase over supporting Future Force 2020 • Existing Log IS landscape compromised by numerous applications, overlapping functionality and mix of support arrangements - vulnerable to obsolescence in the short term and unsustainable beyond • Consistently unable to rely on data to inform decision-making • Struggle to optimise deployed support footprint due to: inability to exploit current technology & reliance on as-yet unquantifiable CSO capability • Defence is struggling to balance books - in Jan 2018 the NAO identified affordability gap in Defence Equipment Plan of £4.9bn - £20.8bn Source: DSN(T) Programme Delivery phase activity update – 26 April 2018 https://secure.teamdefence.info/filerequest.php?id=1006108
