Basis of Award • The offeror whose proposal provides the best value to the project when price and other factors are considered will be awarded the contract. • Best Value is defined as an award based on the greatest overall benefit in response to the requirement. • The two classes of instruments may be awarded to the same offeror or may be awarded to two separate offerors (one vendor per instrument class) 13

What is being Procured? • Two classes of Optical Instruments are required by OOI: • Optical Attenuation and Absorption (OPTAA) instruments • Spectral Irradiance (SPKIR) instruments • OOI will be deploying suites of instruments in waters that are optically complex and the sampling strategy will include optical characterization of the water (e.g. light attenuation/absorption and dissolved and particulate material). • The Optical Instruments will be deployed on a variety of fixed platforms, including seafloor packages and moorings, to measure optical absorption, optical attenuation, and downwelling spectral irradiance. • OPTTA instruments will be used to measure optical attenuation and absorption in the coastal and open ocean. • SPKIR instruments will be used to measure downwelling spectral irradiance in the coastal and open ocean. 18
Anticipated Quantities Optical instrument deployment depths vary for each instrument series. Instrument series are defined in appendix A-1 in RFP attachments J-2 and J-3. 19
What Do I Need To Submit? • Section L of the RFP details the Required Information and Format for the Proposal • The following 4 Volumes are required as part of your proposal (provide for each instrument class). • Volume 1 Technical – <20 Page limit maximum > • Volume 2 Past Performance – < 6 Page limit maximum > • Volume 3 Management – <10 Page limit maximum > • Volume 4 Cost/Price – No restriction • Volume 5 is Optional (only if proposing both classes) • Volume 5 Integrated Advantages (Optional - <5 Page limit maximum > 20
VOLUME 1 - TechnicalNON-PRICE/COST IN THIS VOLUME • Technical Volume – 20 Page limit maximum • Submit one Technical Volume for each instrument Class you are proposing to supply (the two Classes are OPTAA and SPKIR) • Fill out Tables L-1 & L-2 with specifications of your proposed OPTAA instruments or Tables L-5 & L-6 for SPKIR instruments and include the tables in the Technical Volume of your proposal (tables do not count towards page limit) • Tables L-1 & L-2 are in attachment J-7 for OPTAA • Tables L-5 & L-6 are in attachment J-8 for SPKIR • Fill in the Parameter Value by Series columns with the parameters of the instruments you are proposing 21
VOLUME 1- TechnicalNON-PRICE/COST IN THIS VOLUME • Substantiation column should include details that substantiate the information provided in each parameter. You can provide links to external documents and websites. • Explicitly state your approach to biofouling mitigation • Ensure that the model numbers are the same as those provided in the tables in Section B • Use a legible 12 point font and put page numbers on each page • Remember the Cost and Non-Cost evaluation factors are evaluated separately • OL desires to make the award without discussion. Following Section L should lead to a quicker award 22

Volume 2 – Past PerformanceNON-PRICE/COST IN THIS VOLUME • Past Performance Volume - 6 Page limit maximum • The Offeror should provide three contacts who have received similar optical instruments within the past three years (use Table L-4 for reference details) • Verify contact information, including phone number, for all respondents and verify for each their willingness and ability to respond (no surprises) • References to the size and dollar value of previous efforts is required • Provide descriptions of how previous projects relate to the OOI acquisition and provide information on any problems encountered and their resolution. 24
VOLUME 3 - ManagementNON-PRICE/COST IN THIS VOLUME • Management Volume - 10 Page limit maximum • Project Management and Communications Document (fewer than 5 pages) • Roles and responsibilities of the points of contact • Specific reports and other communications • List and explain ordering procedures that OL and the Procuring Organizations need to follow to facilitate efficient order fulfillment • Scheduling information and ordering procedures 25
VOLUME 4 – Cost/PriceCOST/PRICE IN THIS VOLUME • Cost/Price Proposal –No Page Limit • Provide the prices for the Items and Services offered to meet the requirements • Explicitly state discounts provided • Provide a complete list of no-cost options that are available • Provide links to product descriptions so we can identify specifically what is being offered for the proposed price • Cost evaluation will be done separately team from the Technical and Management evaluations 26
