TURKSTAT – Turkish Statistical Institute Basic historical facts • Ankara Agreement between EEC and Turkey (association agreement), 1963 • Turkish application for the membership, 1987 • Customs Union between EU and Turkey, 1996 • EU’s declaration of Turkish candidacy, 1999 • Association Partnership and National Plans, 2001, 2003 • Opening of accession talks, negotiations, 2005 • Secreening process on 35 chapters, including statistics, 2006

TURKSTAT – Turkish Statistical Institute The role of statistics during accession negotiations Presenting country’s panorama in all chapters, ie. agriculture, industry, social life, macroeconomy, environment, culture, demography, etc., Basic inputs in compliance to common policies of the EU, ie, CAP, EMP, Regional Policy, etc.. Double role of statistical institutions • Adoption of EU statistical norms (methodology, data availability, quality, comparability, etc.) • Providing data to all negotiation chapters

TURKSTAT – Turkish Statistical Institute Compliance works in statistics since 1999 • EU statistical regulations and methodological handbooks reviewed, 2000 • A strategy adopted for compliance • setting up priorities, • work plans, • committees in main statistical domains, • attendance in Eurostat meetings, • language and technical trainings, • lobbying for more financial and human resources from government, • etc.. • EU funded projects according to the basic features of the Strategy Paper • RESULT:Up to the secreening, a significant accumulation of knowledge • and experience

TURKSTAT – Turkish Statistical Institute Basic accomplishments up to secreening (2000-2006) • new statistical law adopted (meeting the requirements of ESS) • skills (tech. and lang) of staff increased, • new staff recruited, • budget increased • IT infrastructure strengthened, • regional offices strengthened, • new data sets produced, • quality (reliability, comparability, timeliness) of data increased, • progress in business, agriculture and population registers observed, • project implementing capacity developed, • number of data transmitted to Eurostat increased

TURKSTAT – Turkish Statistical Institute Screening procedure in statistics chapter What happened so far… • Explanatory Screening Meeting: June 19-20, 2006 • Detailed Screening Meeting: July 17-18, 2006 • Post-Screening Report: January 2007 • Position Paper of the Republic of Turkey (statistics) : March 2007 • EU Common Position: June 2007

TURKSTAT – Turkish Statistical Institute Explanatory Screening Meeting (Commission led) Commission staff presented: • 400 slides • 39 presentation • 14 statistical domains Presentation structure: • current status of works (current situation) • cureent legal situation, • problematic areas, • future works (future legislation) 81 participants from Turkish institutions

TURKSTAT – Turkish Statistical Institute Turkstat’s preparations for detailed screening meeting • Meeting with EU negotiator, Mr. Ali Babacan, State Minister, to determine • overall strategies • Turkstat determined presentation subjects, a standart slide structure, and • time allocation • Turkstat set up committees with main data supliers and producers of the Turkish • Statistical System (ECB, Min. of Agr, Transport, Environment, Treasury, etc) • Turkstat units and committees prepared draft presentations and “answers to • Commission’s questions” • All institutions convened under Turkstat’s chair and drafts finalised • Final version of the documents reviewed by Mr. Babacan, State Minister

TURKSTAT – Turkish Statistical Institute Detailed Screening Meeting (Turkstat presented) • Turkstat staff presented: • 500 slides • 44 presentation • 14 statistical domains • Presentation structure: • general overview • Responsible institutions and stakeholders • methodologies • current studies • future plans 110 participants from Turkish institutions

TURKSTAT – Turkish Statistical Institute After the meeting... • General evaluation meeting with the EU Negotiator, Mr. Babacan, State Minister, • Conference to Public institutions and NGO’s on the meetings and future activities, • Technical preparations to observe the commitments (“future plans”) • Post-screening report of the Commission, consisting of - Legal basis of negotiations, - Presentations of Turkey, - Commission’s views, Commission suggested: “opening of the negotiation without any opening criteria”

TURKSTAT – Turkish Statistical Institute • Statistics Position Paper of the Republic of Turkey prepared by TURKSTAT in cooperation with the main actors of the Turkish Statistical System, submitted to EU Commission on March 2007 • EU Common Position Document was disseminated on June 2007, containing 2 closing benchmarks: • National Accounts - submission of the key national accounts indicators in accordance with ESA 95, with description of methodology used • Agricultural Statistics • - description of the progress made in setting up the farm register, • - description of the methodology showing progress towards the compliance with the Acquis in the following fields: crop, livestock, meat production, milk production, dairy products and agro-monetary statistics • EU Council endorsed opening of negotiations in the chapter of statistics on in 25 June 2007.
