  7. UND “P” ’s value-added? • Universal reach • Political neutrality • Standard-setting capability • Policy challenger • BUT- who pays for this?

  8. UND Pillar: Role Clarity Needed • 3 groups, 1/3 each of global poor • Fragile states: core UN capability? • Stable low income: scaling up problem • Middle income: selective or universal? • UNDP as driver, or niche player?

  9. Top Down and Bottom up Views • Voting and contributions mismatched • Proliferation of non-core funding • “Boutique” approach in country… • Undermines attempts at integration

  10. Default Option: Do Nothing • Pressure for change-with $120b? • How long can the “core” melt down? • Donors less or more selective ? • No clear lead, no forum for aid system

  11. Some Funding Options • Recalibrate “core” funding • Fund UNDAF as whole at country level • Create single scaling up fund • Link UN replenishment to IDA cycle

  12. Concluding Thoughts • Development Pillar weakly defined • Strong centrifugal incentives • UN role shrinks in rising tide • Political will lacking-not techniques • High-level long-term rethink needed
