  3. Starter – Heads and Tails There were 28 countries in Europe between the First and Second World Wars. In 1920, out of 28 European countries 26 were run as democracies – countries with an elected government - and 2 were dictatorships – countries that were run by just one person. In 1940, how many European countries were ruled by a dictator?

  4. Starter – Heads and Tails In 1940, 23 European countries out of 28 were ruled by a dictator.

  5. Main task – in pairs, sort out the following statements into two categories – Features of a Democracy and Features of a Dictatorship.
