Strategic Framework for MPAs • Protect against broad threats (e.g., climate change) that cannot be managed at site, in addition to local, site-based threats • Add concept of survivability into MPA and portfolio design and management, in addition to representation • resilience, ability to recover • connectivity, mutual replenishment
Three Pillars • Science: research and application • ecoregional planning/priority setting • coral bleaching resilience • fish spawning aggregation sites • connectivity • review existing MPAs/establish new ones • Capacity building for effective management • Sustainable financing
Program Focus • Relatively few, high priority MPA networks for major, integrated attention • Leverage/outreach to other MPAs and MPA networks worldwide
Sustainable Financing • Economic incentives, especially for creating MPAs • Increase cost effectiveness of management, build support, use market mechanisms • Compatible enterprises to provide alternative income and generate incentives and resources • Generate income for management, monitoring, and operating costs
Possible Sustainable Finance Activities • Tool kits/other needs-based products • assessing enabling environment • assessing options at sites • developing promising approaches, with • case studies, lessons learned • Technical resources to help site managers • Support R&D new mechanisms • Network to share lessons, generate ideas • Financial resources: seed, matching funds
Planning Process & Timeframe • Seven working groups • Initial drafts of components -- end March • Program management, coordination arrangements • Consultations on consolidated program -- April through June • Program design completed -- June/July
