  2. Mandate of DES, Bihar • Compilation of State Accounts: State Income, Consumption Expenditure, Capital Formation, Saving, Investment, icore. • To cater existing and emerging data need of State. • To act as nodal agency of the State Govt.

  3. Strength and Resources Manpower A. Sanction: 1855 Vacant:931 (50.18%) a) Technical : 1518 Vacant: 782 (51.51%) b) Non Tec.: 337 Vacant: 149 (44.21%) B. Total Budget: Rs. 148.66 Crore. Expenditure upto September: 7.72 Crore (4.66%)

  4. Wings of DES Five major wings: • Agriculture Statistics • Vital Statistics • State Income • NSS • Publication, Training, Other Miscellaneous. • One Administrative wing to support Establishment & Accounts works.

  5. Agriculture Statistics: Agriculture Statistics Authority

Existing Work • Four times plot- to- plot survey in all 45505 villages to compile area of 106 corps and Land use. • Over 33230 crop cutting experiment to estimate yield rate of 33 crops. • Manage daily rainfall data from 534 centers. • Collect weekly price data from 55 centers for 58 commodities. Emerging works: • Over two lakh crop cutting experiments to provide yield rate estimates at the Panchayat Level. • Managing Weather Statistics from AWS to be installed at the District/Block./Panchayat level

Challenges or Weakness • Delayed reporting (ranging from 6 months to 2 years) of Agriculture Statistics reduces utility and reliability. • Lack of timely estimates of yield rate for crop insurance invite court cases. • DES do not have own primary agency to monitor Revenue Karamcharies who seldom respond. • Paucity of Working tools : Village maps, instruments etc.

  9. Strategy • Introduce ASV to over come lack of primary workers • Equip Computer Network down up to Block level to reduce delay & enhance reliability • Fill up Existing Vacancies . Stop gap arrangement through appointment of Contract Employee. • Implement Recommendation of SSSP.

  10. Vital Statistics DES is the office of the Chief Registrar of Births and Deaths.

Birth Registration: a fundamental right National Commitment: • Registration of Births and Deaths Act, 1969 provides legal framework for implementation of a child’s right to birth registration • National Population Policy 2000 has set the target for 100% registration of births/deaths by 2010 • International Commitment: • India is a signatory to the United Nations Convention on the Rights of the Child (1989) that recognises birth registration as a right of a child (Article 7 & 8)

  12. Present Status of Births and Deaths Registration • Present Status • 44.45% of 3122136 Births and 16.28% of 783588 Deaths have been registered till September 2011.

  13. Registrars Involve in Births and Deaths. • In Urban Registration Units: 0222 • In Rural Registration Units: 8496 • In Primary Health Centers: 0530 • Total Registration Units: 9248

Weakness Reporting issues • 90% rural registration units (Panchayats) are non reporting. • 48% urban registration units (Municipal Corporations, Nagar Panchayats, Nagar Parishads, District Hospitals and Sub Divisional Hospitals) are non reporting. • 50% of PHCs are non reporting units. • Lack of regular review by the Dist. Registrar (DM)

  15. Reforms Policy level • Angan Wari Workers (AWWs) are proposed to work as sub registrar (Births and Deaths) for registration of such occurrences up to 21 days. It is proposed to give Rs 20 for each Births and Deaths registration as incentive. • Panchayat Sachiv to register Births and Deaths (22days to 30 days) • Block Statistical Supervisor to get the power for granting permission of late Births and Deaths registration (after 30 days to 365 days). • BDOs to get the power for granting permission of late Births and Deaths registration (more than 1 year).

  16. Conti.. Programme level • Birth Registration Campaign in all government schools covering approximately two crore children. • Phase wise establishment of Online Birth Registration System in all registration units of Bihar. • System Strengthening Strategy of Civil Registration in Bihar.

  17. State Accounts Compile Macro-Economic Parameters as per national/international standard

  18. Existing • Compilation of GSDP/NSDP at current & Constant Prices upto 2010-11. • Analyses state Government budget upto 2011-12 to reveal its contribution to SDP, Capital Formation, Savings Etc. • Compile index number of industrial workers.

Emerging • GSDP and NSDP at market price. • Include contribution of NGO, Local Govt. of India & Other uncatched area in compilation of GSDP/NSDP. • Gradually expand the compilation of Capital Formation, Saving for the whole economy. • Start compilation of DDP at The District Level. • Updation of Rates & Ratio - that are obsolete

  20. Weakness • Shortage of technical staff • Emerging work demand more technical experts. Strategy • Implement SSSP recommendations in the first phase. • Fill up Existing vacancies. • Create demand driven manpower

  21. National Sample Survey National Sample Survey for Collection of primary data as specified by Government of India in various rounds

  22. Existing work • Participation upto 68th round. • Tabulation takenup 67th round. Emerging • Include state Govt. primary data requirement in various NSS rounds. • Analysis and report writing on survey result. • Participation of ASI.

  23. Weakness1. Shortage of Staff 2. Lack of IT knowledge Strategy • Train NSS manpower in IT. • Develop internship for Post Graduate in Economics, Statistics and Social sciences. • Involve academician for analysis and report writing .

  25. Existing • Ten Publications released. • Six Publications in Press/Pipe line. • Thirty BSS Trained and Twenty Eight BSS training in pipeline • 1St Installment of SSSP/TFC Released.

  26. Emerging Issues • Thirty Publications to be released • Three batches of BSS to be trained. • 25000 panchayats workers to be trained. • Consultants to be selected • Thirteen Committees to be constituted • Building to be construction • State training institute to be established

  27. Weakness /Challenges • Shortage of Staff. • Curriculum for Panchayat Level worker. • Module development for various level of staff. • Lack of dedicated team for implementation of SSSP/TFC.

  28. Strategy • Implementation of SSSP recommendation. • Constitution of dedicated team for implementation of SSSP/TFC. • Co-ordination with BIPARD for training of Panchayat level workers
