SFDSsTOADDRESS DISPARITIES • To address infrastructure gap and other disparities, SSA recognizes the intra-regional, inter-State and inter-district disparities and is making efforts to address them. • A crucial step in this direction is identification of Special Focus Districts (SFDs). • These districts are identified based on indicators like concentration of out of schoolchildren, high gender gap, low retention rate and infrastructure gap as well as concentration of SC/ST/Minority/LWE population.
SFDSsTOADDRESS DISPARITIES • School buildingsand classrooms are sanctioned on need basis to these districts on priority. • Scrutiny of gaps and progress is done during Appraisal of AWP&B. • States need to facilitate preparation ofAWP&B for SFD in order to ensure that theneeds and gaps are appropriately identified and strategies and interventions to addressthem are adequately planned forafter the PAB approvals, States need to continuously monitor implementation in SFDs.
MONITORING OF SFDs • The financial and physical progress is monitored at highest level. • The progress of each state is monitored by Cabinet Secretariat and PMO • Parliament also monitors the progress of these districts. • States need to monitor rigorously the physical and financial progress of these districts and share the progress with MHRD every quarter.
