WEQ-OS Non-Firm Assignment Perspective • WEQ-OS has focused on Firm transmission requests to date. Many of the concepts developed for Firm translate directly to Non-Firm. • Defender/Challenger definition • Duration and Priority definition • Right of First Refusal, as applied to Non-Firm, detailed in WEQ-001 Table 4-3 • Some parameters not specified in pro-forma, FERC Orders, or NAESB documentation

Like Tier – Competition (ROFR) scenario • Options • 1 hour prior to start (current NAESB approach) • Mirror Firm, i.e. Hour=an Hour, Day = 1 Day, etc • Tie to Regional Scheduling deadline • Base “Protected Status” on the earlier of 1 hour prior to scheduling deadline or 1 hour prior to commencement of service. • Follow Firm approach for creating window
