AFDC----a regional knowledge platform History • AFDC was founded on the basis of APEC finance and development program (AFDP) aiming to strengthen capacity building in the APEC region. The World Bank joined China as the co-sponsor of the AFDP in February, 2002. • In 2004, after three year successful operation of AFDP, President Hu Jintao announced the establishment the Asia-Pacific Finance and Development Center (AFDC), at the APEC Summit in Chile, in order to continue China's contribution to strengthening institutional capacity building in the Asia-Pacific region.

Introduction of SHIPDET • SHIPDET: Shanghai International Program of Development Evaluation Training • A joint initiative of China, World Bank and ADB, using AFDC as platform • A program initiated for the regional excellence • Objectives • To promote development evaluation capacity building in the Asia-pacific region • To promote study and training on development evaluation system adapted to the regional practice • To promote experience sharing among various participants • Start in 2007, first trial period: 2007-2009

Steering committee Consists of representatives from China, WB, ADB, UNDP and other related institutions The Committee’s main responsibility includes, for the next three years: Setting overall strategies and annual plans for the M&E capacity enhancement activities; Mobilizing and allocating the necessary human and financial resources; Coordinating activities and contributions of participating agencies; Reviewing annual progresses and making necessary adjustments. Research Readiness assessment of M&E in Asian developing countries International comparison of M&E Appropriate development evaluation system in Asian developing countries Website and publication A web-based M&E knowledge base will be built in order to promote sustainable knowledge sharing among practitioners in the region Best dissemination channels, such as interactive e-learning, distance education tools and formal publications will be used for maximum outreach. Training Workshop one international training workshop every year Each training lasts for 2 weeks 50-70 trainees for each workshop Training will focus on capacity building as well as network building among practitioners Training contents are carefully designed to meet specific needs of region’s developing countries Invite top M&E experts in the region to be faculty members Encourage experience sharing among all participants Instruct trainees to work on real cases in the region Activities
