BENCHMARKING I2010 • The I2010 initiative • I2010 Benchmarking Framework • Implementation of the I2010 BF – the coordination at EU level
The I2010 initiative • I2010 initiative: EU policy initiative in the area of IS. • Completing the Single European Information Space • Strengthening R&D in ICT and the take up of e-business • Achieving an Inclusive European Information society
I2010 Benchmarking framework • Benchmarking as an important dimension of I2010. • Instrument for monitoring the progress in the achievement of I2010 priorities • Indicators: coherent with the I2010 priorities and selected through a discussion with MS • Geographical scope: now limited to the EU, plus NO and IS. However, international benchmarking is an option for the future.
I2010 Benchmarking framework • Comparability and harmonization is a crucial issue • Sources: • Mainly the Eurostat surveys on ICT use by households and enterprises; • Complemented by: • other official statistics (SBS, LBS, R&D statistics.) • ad hoc studies and other sources
I2010 Benchmarking framework • Topics which are covered: • Broadband coverage and take-up • Multiform platform to the internet • Use of internet services • e-Security • Contribution of the ICT sector to economic growth • R&D effort in the ICT sector • Uptake of ICT by business • Impact of ICT diffusion in the economy • e-Inclusion • Availability and use of online public services • Detailed list of indicators available in the I2010 website: http://ec.europa.eu/information_society/eeurope/i2010/index_en.htm
The coordination at EU level • Eurostat statistics on ICT use • Coherent with policy objectives • They cover use in the economy and more in general in the society • Questionnaires built upon the I2010 framework • The result of cooperation between users (policy developers) and statisticians • Partly financed by the EC through annual grants
The coordination at EU level • Eurostat surveys on ICT use • Statistics have to be delivered based on legal obligations: • IS Framework Regulation 808/2004 (scope, subjects, financing, data transmission) • Annual Implementing Regulation (list of indicators, breakdowns…)
The coordination at EU level • Indicators and questionnaires: • Questionnaires: made up of core indicators and special modules • Questionnaires: model questionnaire in EN which is translated into national languages • Indicators: defined through a discussion between users and NSIs • Users: give political priorities and subjects to be covered • Statisticians: find the appropriate methodological solutions • Exchange of proposals and opinions is done both through meetings and electronically
The coordination at EU level Discussion organized through: • Task forces • one on each of the two questionnaires • Eurostat, some MS (on a voluntary basis) and users • 2-3 meetings • Brainstorming and discussion which lead to a draft questionnaire • ISS Working Group • all MS represented • Less interactivity than in TF • Discuss and fine tune TF proposals
The coordination at EU level • The complete process lasts >2 years • Autumn year t-2: start of the preparatory meetings of Eurostat task forces • March year t-1: final list of indicators and model questionnaires agreed by the ISS Working Group • April-May year t-1: consultation with the SPC and Commission services • Mid July year t-1: publication of the Implementing Regulation • April-May year t: data collection • December year t: data dissemination
The coordination at EU level • A positive balance • timely, good quality and harmonized statistics on ICT use in the EU are available for users • Crucial elements for success: • Regular exchange of information and views between users and producers • Exchange of best practices among countries • Clear definitions • Different stages of ICT diffusion throughout the EU taken into account • Balance between the need of coherence and that of improving the framework • Availability of a model questionnaire to achieve higher harmonisation.
