  2. Federalism and the Supreme Court MAIN IDEA In Chapter 4 you read that federalism is a system of government in which power is divided between a central government and regional governments. The Constitution gives the national government power over some issues and reserves to the state governments power over other issues. The balance of power between the national government and the states shifts from time to time as a result of legislation and Supreme Court decisions.
