Background on Current Self-Commitment • Adding a self-commitment mechanism to DAM was a late change prior to nodal go-live • As such, it isn’t as flexible as it could be nor does it align with RUC’s treatment of self-committed generation • The purpose is to be able to offer a reduced quantity of MWs and co-optimize with AS • Energy Only Offers lose the co-optimization benefits • Example on next slide:
Background on Current Self-Commitment • A Resource has 150 MW LSL and 400 MW HSL, and the QSE has already committed 300 MW of the Resource bilaterally or otherwise. • The QSE wishes to offer the remaining 100 MW, which would otherwise be ignored due to the LSL constraint. • The Resource can provide up to 50 MW of Ancillary Services • The QSE submits a self-committed offer for 100 MW and an AS Offer for 50 MW. 450 (HSL) Available for energy or A/S 400 Available for energy 350 Unavailable for commitment 150 (LSL) 0 MW
Current Implementation • How it works (mechanics): • Submit startup and minimum energy offers as NULL (must be for all hours submitted) • Offer curve starts at 0 MW • If the resource is selected for Ancillary Services, no requirement to also award TPO at LSL (since LSL treated as 0) • Current implementation is that the choice must be for the entire day. • DAM does not consider temporal constraints or LSL for this offer
Purpose of this NPRR • Provide a way to allow Resources the flexibility to be self-committed in some hours and available for commitment by DAM in others • Offers can be shaped to line up with their true availability • Since the current mechanism is so restrictive, some might be staying out of DAM altogether, or not offering in the whole day • Note that an analysis of participation year-to-date shows that roughly 30% of the generation MWs offered into DAM are self-committed
