Regulation of Radon in Buildings and Workplaces • 2002: The legislation in Cyprus for protection against ionizing radiation and nuclear safety, entered into force in 2002, as amended in 2009, 2011 and 2017, is harmonised with the Directives 96/29/Euratom and 2009/71/Euratom, as amended by the Directive 2014/87/Euratom. • 2018 : Cyprus legislation has been harmonised with 2013 BSS Directive via ″The Protection against Ionizing Radiation and Nuclear and Radiological Safety Protection Law of 2018″
National Radon Action Plan National Radon Action Plan aims to: • address the long – term risks from exposure to radon in homes, public buildings and workplaces, from any source of radon, either from the ground, building materials or water • take appropriate measures for the prevention of the entry of radon in new buildings • identify areas in which it is expected that the radon concentration exceeds the corresponding national reference level in a significant number of buildings
National Radon Action Plan Main objectives of National Radon Action Plan : • Conduct structured survey on radon indoors, especially in residential buildings with public access and work areas • Create a national database concerning radon • Design representative radon maps for all over the country • Raise public awareness about radon • Introduce education and training programmes related to the protection from radon
National Radon Action Plan Main objectives of National Radon Action Plan : • Introduce preventive measures or correction measures in the construction industry • for new buildings • assess the situation with radon in existing houses and workplaces • Raise awareness of professionals to radon issues • in design of buildings • in supervision of projects in the construction industry • Adoption of restrictions on building new houses, public buildings, buildings for public use
Organization Role In Decision Making Process • Provide special requirements in the design stage for the prevention of the entry of radon in new buildingsand remedial actions in existing buildings • Development of special provisions in the The Streets and Buildings Regulation Law (Ministry of the Interior) • Avoid development in areas in which it is expected that the radon concentration exceeds the corresponding national reference level in a significant number of buildings • Revision of town planning zones and maps regarding development in radon prone areas Amendment of Town and Country Planning Law (Department of Town Planning and Housing)
Organization Role • Raise awareness of professionals to radon issues in design of buildings and supervision of projects in the construction industry • Introduce education and training programmes related to the protection from radon • Collaborate with the other Government Technical Departments (Department of Public Works, Water Development Department, Geological Survey Department) • Collaborate with the Cyprus Organization of Standard and Control of Quality(responsible to control quality of building materials- EN 206–European Standard of concrete) • Collaborate with the Scientific Technical Chamber of Cyprus, Association of Building Contractors, Association of Civil Engineers and Architects
Important Issues in regards with radon • Share experience from recent course for building professionals, Laboratory of Natural Radiation, Ciudad Rodrigo, Spain • radon production and sources • radon measurements • radon survey • Radon remediation methods and actions • Main principles on building protection against radon are to avoid radon entry into buildings by sealing of interface and to dilute indoor radon consecration by ventilation(pilot house) • Higher indoor radon level is expected in case of thermal insulation of the building
