EXPERIENCES FROM FIRST NATIONAL COMMUNICATIONS • FCCC/SBI/2002/15: Paras. 35-39 • Limited capacities • Low level of scientific research and scholarship • Low emphasis on climate change education, training and public awareness • Lack of integration of CC issues in curricula • Lack of awareness and education amongst policy makers and public
RECOMMENDATIONS (CGE) • Assessment of capacity and needs for RSO education, training and awareness • Continuous training of national experts • Training to include data & uncertainty analysis, and V&A assessments • To implement Decisions 14/CP.4 and 5/CP.5 • Monitoring systems and technology needs for RSO • Strengthen national met services, climate monitoring and disaster management • Training for participation in GCOS, GOOS and GTOS
RECOMMENDATIONS CGE (cont’d) Non-Annex 1 Parties should be encouraged to report on their activities and programmes and to identify constraints, gaps and future needs in accordance with Article 5 (FCCC) and Decisions 14/CP.4, 5/CP.5 and guidelines in FCCC/CP/1998/7
GUIDELINES • Information on CC research and systematic observation, and participation in national, regional and global networks and systems. • Information on research on programmes to mitigate climate change, facilitate adaptation and development of emission factors and activity data.
RSO Linkage to 5/CP.5 • Invites all Parties to provide detailed reports on systematic observation in accordance with these guidelines, for Parties included in Annex I to the Convention in conjunction with their national communications, pursuant to decision 4/CP.5, and on a voluntary basis for Parties not included in Annex I;
