David Frasher served as the City Manager of Grants Pass, Oregon for approximately four years from October 2005 to August 2009. David Frasher, City Manager was responsible for daily operations of all municipal departments including administration, finance, police, fire, public works, community development, human resources, and parks & community services. Grants Pass is the major commercial and employment center of Josephine County with 231 authorized full-time employees and an annual budget of nearly $100 million. David Frashar, City Manager also recruited more skilled economic development staff to Grants Pass and
developed new programs to streamline development for businesses and industries looking forward to expand their presence in the community. David Frasher, City Manager strengthened standards for code enforcement, emphasized community quality of life in budgeting and operations, and institutionalized ethics training for staff and elected officials. David Frasher led community efforts to employ boulevard concepts and business-friendly roadway design in cooperation with the Oregon Department of Transportation on an estimated $35 million project.
He also served as the city's Budget Officer and managed the Grants Pass Redevelopment Agency, including the Agency budget of approximately 2.5 million annually. His staff liked and respected him and enjoyed working with him. During his tenure David Frasher, City Manager dramatically improved relationships with employee labor groups, avoiding costly arbitration while successfully negotiating new contracts with significant savings for the municipality. He also worked with Council and staff to win voter approval of a $9.8 million capitol levy for the construction of new police and fire facilities.
David Frasher also developed and implemented several new growth management policies aimed at increasing sustainability, including new system development charges, transportation safety policies, and local improvement district policies.
