  4. Regional RMDZ – History (cont’d) • Outreach efforts changed after 2000 to focus on other areas: • Market incentives to recycle C&D • Mandatory commercial recycling program • Electronics recycling program • Regional planning efforts

  6. Regional Planning Efforts • 2001 Multi-Jurisdictional Solid Waste Task Group formed for long-term solid waste and recycling program & facility planning • Representatives from all jurisdictions and special districts • Most communities in the County have reached 50% but want to do more

  7. MJSWTG Future Plans • Future plans include: • Expansion of existing residential, commercial, and school recycling • C&D recycling expansion • Evaluation of a dirty MRF • Evaluation of conversion technologies • Evaluation of composting/anaerobic digestion

Proposed RMDZ Renewal • Composed of diverse partners: • County of SB • City of Santa Maria, • City of Lompoc, and • City of Santa Barbara • Priority areas: • Construction and demolition debris processing • Agricultural film processing • Compost or mulch processing • Other opportunities that arise

  10. Sample Project: Identified • Agricultural businesses generate up to 4,000 tons of film annually • 171 strawberry growers alone • Historically relied on foreign markets • Current domestic interest in agricultural film • Santa Maria Valley identified as strategic location by industry

  11. Sample Project: Initiated • Agricultural Film Recycling Project • City of Santa Maria is committed to revising Landfill SWFP allowing on-site facility • Estimate CIWMB approval in summer 2006 • RFP anticipated pending CIWMB approval

  13. Targeting Outreach:Local Governments • Workshop with Zone Representatives & economic development staff to train on program specifics • Regular Meetings with Zone Representatives for regional cooperation & support

Targeting Outreach:Local Business • Direct communication with: • Existing construction and demolition processors, • Operators of mulching and composting operations, • Agricultural film processors • Presentations to • Chambers of Commerce • Economic development organizations • Service organizations

RMDZ Renewal is Needed • Increased importance of RMDZ • Completion of long-term planning process • Potential infrastructural changes to increase diversion • Construction & demolition processing • Compost and mulch processing • Enhance market conditions for plastics • Increased local business interest
